NemesisRD.comm 2.10.06.17 - Revisión del sistema de aceptación y control de conexiones

Revisión para optimizar el cierre de las conexiones entrantes que son
cerradas porque el extremo remoto no está dando tráfico.

Soluciona el BUG detectado en la aceptación de conexión de servidores
que levantan y caen de forma periódica.
