I disabled the firewall in windows settings and tried again and still ran into the same issues. I then went and downloaded AT Launcher and did everything it wanted in the application and had it install java with it and what not. I tried to run just a normal instance of minecraft and got a few errors.
Solved(sorta): Okay so I managed to fix this in a way some others might not be able to, but I wanna include how I fixed it regardless. I fortunately have access to another computer so what I did was I logged into my java account on that computer and downloaded minecraft(the launcher did work when i booted up a random 1.19 world) I then took the files from .minecraft in roaming and copied the asset folder and put it in my onedrive and then I went back to my computer and took that asset folder and replaced the .minecraft folder on my main PC and it fixed the issue and launched my instance.

Type in that box "/Library" and click enter. Locate the Application Support folder, and enter it. The .minecraft folder will be found in here, open it. Locate the assets/objects folder. In here, create a folder with the same two letters or numbers that your URL says. If it already exists, navigate to it.

You could try pointing the java runtime in the game profile to the correct version on your machine. Alternatively, you could try redownloading the whole launcher since it seems it may have failed trying to download the runtime to run the game.
