The Russell A. Parks Home is on both Bloomington's local and national historic registers.

Parks was born in Indiana, USA on 1911 to Fred J Parks and Daisy Wright. He passed away on 19 Jul 1998 in Bloomington, Monroe, Indiana, USA. Parks was a Bloomington police officer for 32 years, who was appointed the city's first public safety director under Mayor Francis McCloskey. Even more so than the local black barber, Halston Vachon Eagleson, Parks knew everyone in the Near West Side. Moreover everyone once knew him!
