I am trying to create a boundary file from a grouping of street
segments. So, I have a street based file. I have selected all of the
segments that represent the geographical area of interested, and then
created a new layer based on these segments. I now want to dissolve
these from about 240 segments into one boundary file. any advice how
to do that?

In retrospect, I think I figured this out. For other users who might
need to know this in the future, here is how its done. After the new
layer of selected street segments is added as another layer, this is
the steps for ArcView9.2:

View the layer of interest, Open the ArcToolbox...from the tabs at the
bottom on that box, choose "Index" compared to the favorites. Scroll
down to Dissolve (Management) and that will walk you through it.

FYI - This is also a tool that you can get at from inside ArcMap. It
used to be in the Tools menu as a geoprocessing wizard at version
3.x. Yes, that was a long time ago and I’m dating myself. But, a
little known fact is it’s also available in ArcMap. You just need to
add the wizard button to a toolbar or menu of your choice manually.
Once you add it, you’ll have instant access to Append, Buffer, Clip,
Dissolve, Merge, Union and a bunch of other handy dandy tools that can
be applied directly to the layers in your MXD. How To: Go to the
tools menu, chose Customize…, click on the Commands tab at the top, go
to the ArcToolbox in the categories list on the left, scroll down to
the Geoprocessing… in the Commands list on the right and drag it into
a menu or onto any toolbar.
