NEAGS spam reduction

I apologize for the two spam messages that were posted on the NEAGS
group recently. I've changed the group's settings so that new users
will have to answer a GIS question, and new users will have their
posts moderated. This should prevent any spam from going out in the
future.

Ah yes, I forgot to make sure existing members don't send spam. I
just banned Sherly Gautreau, and the group will now be moderated. If
you post a message, there will be a short delay while we make sure
it's about GIS and not a get-rich-quick scheme.
