DSL taxes in MA?

Are there any federal or Massachusetts taxes on DSL internet service?
I wasn't aware of any, since DSL was exempted from the federal
Universal Service Fund about 2 years ago.

I recently signed up with a locally-owned DSL provider, and was less
than thrilled to see about $4 of "regulatory and administrative fees"
on my first bill. Their customer service people have been unable to
explain exactly what taxes this might represent, and their billing
department hasn't returned my call yet.
