Former customer problem with Galaxy Internet Services http://www.gis.net

Last year I became a member of Galaxy Internet Services. I live in
New York and in order for me to be provided with internet access from
Galaxy, I had to pay for the whole year in advance.On November 30,1998,
I paid for another full year. On December 4th of 1998, I received a
letter from Galaxy stating that all of National Network will be
discontinued, and a full refund will be issued to all the customers. As
soon as I received this letter I went to the bank and tried to stop the
check, but they told me that the check was cashed yesterday which was
the 4th of December 1998.
On December 7th of 1998, I called Galaxy Internet Services and spoke
to the owner of the company whose name is Bob Carp. I told him that I
had received a letter from his company, stating that they won't provide
services to the customers who live outside of Massachusetts. I told him
that I want to cancel my account with them, because of their letter. I
also told him that, I already send them a check for a whole year, which
they had cashed on the day they've sent me the letter saying that there
would be no more services from Galaxy, I told him that I would like to
get a full refund and that on December 4th of 1998, I got a new internet
provider. Bob Carp said, "Okay, I will send out the check today." It
was December 7th when I first spoke to him. Two weeks later I called him
again and told him that I have not received my check yet. His answer
was, "I don't know why, but the check did not come out yet, you will
receive it by the end of this week." Another week later I called Bob
Carp again and asked him, why I haven't received my check yet? His
answer was, " I am not the mailman, I don't know why, but I will make
sure that the check will come out today." Another two weeks later I
called Bob Carp again and asked him, what was the problem now? His
respond was, " I don't understand why you have not received your check
yet." So I told him that I know why, because you never send it out, and
after that he just hung up on me. Every time I called back he was just
hanging up on me. He did it continuously without any explanations.
I'm writing to this news group because, I want people to be aware of
the things Bob Carp does. This problem has been going on for two months.
I'm hoping that someone can help me to solve this problem that I'm
having with the owner of Galaxy Internet Services. Bob Carp should be
ashamed of himself for ruining his reputation over $119.40
