Is there a Better Usenet Bureau to report people who fill
newsgroups with irrelevant rantings and out-of-context
postings?

Somewhat. It's called a "killfile".
I also kill anything in any NG posted to > 6 NGs- not only do I not see any
of the xposting madness, but I haven't missed any of it, either.

When this settles down and it's shown that Boursy is completely lying
again and accusing people of rather nasty things utterly without any
basis I move we go for a Usenet Death Penalty on Boursy and just begin
auto-cancelling all his posts in all ne.* groups. If some site wants
to carry boursy they can ignore the auto-cancels, that's their right.
It's not "censorship", it's hygiene, he's made these groups nearly
useless to decent people with his non-stop fabricated
accusations.
Look what he's single-handedly done to ne.internet.services, it should
be a place people find and share information, but he's made it useless
for that with his non-stop ravings and flame bait.
Boursy has absolutely no right to post here, accusing decent, honest,
hard-working people of things he just makes up to get atttention,
nothing protects bearing false witness, and any decent society must
shun a person who does this, they can not be tolerated.

Oops, that should read "nobody would like more than I" of course.

Uh oh.
Barry, don't get me wrong. I know all about Boursy, I was one of his
early targets when he started on the net with his rent control lunacy,
when I couldn't defend myself for various reasons. And nobody would
like to see the kook shut up once and for all.
But isn't this really what he's after? He goes on all the time about
how he is being persecuted by the "Cabal" (of which you are presumed
to be a founding member). Doesn't this play right into his hands, and
give him all the attention he can handle for months to come? He loves
to play the victim, remember.
Then again, it's not like things are under control *now*. I guess the
question is whether or not this will work, and whether or not it will
cause more noise than it cures. I'm hopeful but not optimistic.

P.S. If you really want to shut him up, sue him for slander if he has
committed such.

so what?

Hence, there's no downside.

Attention where? His posts will all be cancelled. I suppose he can
continue shouting on alt.boursy.nutcase, but who cares, really.

Absolutely nothing to lose as far as I can tell.
I suppose the other possibility is to just continue the lead of
ne.general.selected which blocks him out and create a parallel set of
groups entirely to all of ne.*, and then delete the original groups,
robomoderation, that would work also.
But there's no reason to suffer this nut job forever and let him just
ruin every group in ne.* making wild and nasty accusations he
completely fabricates, flaming non-stop, etc.
Look what he's singlehandedly done to ne.internet.services, ruined it.
Boursy knows that if he can post a nasty, fabricated accusation about
someone they'll tend to feel compelled to respond. It's like spitting
in the punchbowl, look how powerful and important he is, he spit in
the punchbowl and now NO one will drink from it! Wow!
Run him out of town, so to speak, he's a nut job and we've put up with
him quite enough.
False accusations are simply intolerable, stand up for civilization,
this particular nasty behavior is so old it's in the ten commandments.
Shouldn't this be the "Boursy Usenet Murder Penalty" (i.e., BUMP)? :-)

Well, "duh". It didn't take you *all* that long to come around;
maybe just two years or so?
