question about messenger 2.0

so we have some extra people in our system that want to be notified when school closes and things like that.  (Daycare's, substittues, and a few others that don't have kids in our system. mostly,) Currently I have to put those people in as as staff member.  I have created a group just called messenger contacts.  Issue is when our admin want to send a message out to the staff, these people are listed and admin doesn't necessarily want them to get the message. I hope that isn't to confusing.  How do other schools handle this?  How do you get a patron in the community who wants to get messages about school closure and school related things but don't have kids in the system, how do you get them the messages.

When we set up our system, we assigned staff 0-99 a staff number. These are just Faculty/Staff in our building. Obviously you can adjust that to fit your school but we felt ACTIVE staff we would not exceed 99 at one time. We then have the following Local Staff ID as

Kitchen Staff are 9999

Substitutes are 9998

Board Members 9996

Outside Coaches 9995

Others 9994

So we have a few daycare people in town as #9994, this way when we do school closures they get that message as we send those as Emergency and have that box checked on their messenger settings. But when we send other messages We use one of our Ad Hoc Filter Designers that we have created.

Active Staff Only (0-99)

Active Staff/Kitchen (0-99, 9999)

Active Staff/Kitchen,Subs (0-99,9998)

Active Staff/Subs/Board & Other (0-9999)
