High-Risk Sex Offender Registers at 123 15th St. N.
William Joseph Schwer has registered at a new address
FARGO, NORTH DAKOTA – The Fargo Police Department is notifying the community that a registered sex offender, William Joseph Schwer, registered at 123 15th St. N. in Fargo. Schwer was assessed as a HIGH-RISK offender by the North Dakota Sex Offender Risk Assessment Committee. The following information describes Schwer and his offense:

53 years old, 5’6”, 140 lbs., brown eyes, gray hair
123 15th St. N.
Fargo, North Dakota
In 2004, Schwer was convicted of Second-Degree Child Molestation in Whatcom District Court in Washington state. The victim was a 12-year-old female. In 2005, Schwer was convicted of Receipt/Distribution of Child Pornography in U.S. District Court in North Dakota.
Schwer is a high-risk lifetime registrant.
