Requests:                          Whether the North Dakota Insurance Reserve Fund violated N.D.C.C. § 44-04-18 by refusing to provide requested records.

 

Conclusions:                   The North Dakota Insurance Reserve Fund violated N.D.C.C. § 44-04-18 by refusing to provide requested records. The records requested were neither confidential under N.D.C.C. § 26.1-23.1-06 nor created for the purpose of litigation and therefore should have been released to the requester.
