"Also passed at plenary of the House was a bill to amend the Delta State Traditional Rulers Council and Chiefs Law, 2006, House bill 52.

The Deputy Majority Leader of the House, Hon Johnson Erijo, who introduced the bill for second reading, said the only amendment was schedule two of the principal law.

Hon Erijo stated that in the schedule, item seven was being deleted and replaced to the effect that the Okpala-Uku of Umuebu was substituted with the Ebu of Umuebu, in Ukwuani Local Government Area.

In his contribution to the debate, Hon Sam Obi, representing Ika North East constituency, said there was no petition before the House challenging the substitution of the title of Okpala-Uku to Ebu of Umuebu, hence the need for passage of the bill without further delay."

This is what the government has communicated - that they have replaced the Okpala-Uku to Ebu of Umuebu. As per the spiritual traditions of Umuebu Clan, traditional authority resides with the Okpala-Uku as the clan head.

The representative of Ukwuani in the Delta State House of Assembly is Dr. Al Ojo. He obviously did not challenge the substitution of the title; meaning that he approved of it. No petitions were submitted by Umuebu Clan stakeholders, meaning that they also acquiesced to this substitution.

If the Delta State Government and the people of Umuebu allow the Okpala-Uku's role and privileges to be illegitimately usurped because nobody knew when the Bill was to be presented, and ask for it to be opposed/challenged, then let the people live with it if that is their wish.

People of Ebedei Clan are hereby warned to not engage in any attempts to usurp the traditional and spiritual role of the Okpala-uku with any ersatz, newly minted, government-appointed kings of no royal pedigree. As Clan Guardian, I must warn that there are many unspecified punishments for committing such grave errors, including for example, being forbidden from ever drinking from the waters of the Ethiope River.

My brother Ndego,

please warn our people at home not to try that with Utagba-Unor. I hope all politicians of Utagba-unor  --- up to Utagba-Ogbe extraction refrain from toppling and torpedoing the OKPALA-IKWU POST. It is a non-negotiable post for our people, the government of the day needs to backtrack and completely distance themselves from. They need to leave the cultural set ups for the communities and not fiddling and causing mayhem and her other peripheral painful problems for the populace. No bill or whatever acronym or forged LAW paragraphs would undermine our UTAGBA heritage. Period.

For my Umuebu brothers and sisters, I pity whoever went ahead to dethrone the OKPALA-UKWU and their very substantially based cultural FIGURE. Something is amiss somewhere somehow sincerely and deeply. "Microscopes, Xray and Magnifiers" badly needed to accomplish the tedious job of getting to the bottom of this sheer derogatory and political insolence extraordinaire.

Meanwhile, somebody needs to provide answers to Mr. Ndego's core questions on the subject matter's thread. Regards and over to the "bereaved".

This is somehow confusing. Did the Bill (now Law) receive the blessings of the Okpala-Uku of Umuebu and his Traditional Council (Ndiche) with the resultant effect on their resources? Did the people of Umuebu accept this change in their tradition?
If all these are in the affirmative, then it is well.

Delta House passes Fiscal Responsibility Bill

The Delta State House of Assembly has passed the fiscal responsibility Bill.
The passage of the bill followed its third reading at plenary of the House, presided over by the Speaker, Rt. Hon Peter Onwusanya.

The Deputy Majority Leader of the House, Hon Johnson Erijo, in a motion had moved for the second reading of the bill which was item five in the order paper of session.
Hon Erijo, in another motion, moved for suspension of the House rule 77 to 84 to enable it take the third reading of the bill and the subsequent passage. Both motions were unanimously adopted.

A new section 58 was inserted which states that ‘until the coming into force of the principal law, all circulars, orders, guidelines and regulations issued by the State and applicable as at 28th day of July 2008 to fiscal matters in the state shall continue to apply without any further assurance’.

Also passed at plenary of the House was a bill to amend the Delta State Traditional Rulers Council and Chiefs Law, 2006, House bill 52.
