About the Position

Carpet America Recovery Effort (CARE) seeks qualified applicants from the State of California with expertise in the recycling industry, closed loops systems, project management, product stewardship, as well as local government and CalRecycle relations to direct the CARE California team in implementing the California Carpet Stewardship Program (Program).

The successful candidate, working in conjunction with the Executive Director, will serve as the Program Director for Program efforts throughout the state, providing general statewide direction and management of the existing CARE team in various program areas.

About CARE

CARE is a non-profit 501(c)3 organization, founded in 2002 as a result of a Memorandum of Understanding (MOU) for Carpet Stewardship. Stakeholders include members of the carpet industry, government representatives, NGOs and entrepreneurs. CARE works to facilitate market-based post-consumer carpet (PCC) recycling systems in the United States. CARE actively supports its members (entrepreneurs, carpet industry, government entities and non-governmental organizations) in achieving the CARE mission: to advance market-based solutions that increase landfill diversion and recycling of post-consumer carpet, encourage design for recyclability and meet meaningful goals as approved by the CARE Board of Directors. The California Carpet Stewardship Program, established by AB 2398, was signed into law in California on September 30, 2010, as the first legislation of its kind both nationally and internationally. This is a dynamic private sector designed and managed statewide carpet stewardship Program. The groundbreaking legislation was born out of a collaborative multi-stakeholder partnership with the goal of making meaningful and continuous progress toward increased gross collection, reuse, recycling, and recyclability of PCC, as well as growing secondary markets for products made with post-consumer recycled carpet content. AB 2398 designated CARE as the Carpet Stewardship Organization (CSO), managing Program implementation. CalRecycle provides agency oversight on behalf of the state of California.

Primary Duties and Responsibilities

CARE seeks a highly organized candidate to provide Program implementation oversight, outreach, and technical assistance services as the Program Director of the California Carpet Stewardship Program team. Working in close coordination with CARE's Executive Director, this position oversees the management and administration of all aspects of the Program including planning, organizing, staffing, leading and controlling Program activities.

Duties include but are not limited to:

Plan the delivery of the overall Program and its activities in accordance with the mission and the goals of the organization while observing statutory and regulatory requirements of AB 2398, AB 1158, and AB 729.
Develop and coordinate new initiatives to support the strategic direction of the organization.
Develop and implement long-term goals and objectives to achieve the successful outcomes outlined for the Program by legislation.
Create or modify Carpet Stewardship Plans as required.
Create the California Annual Report due by September 1 each year.
Provide direction to CARE's California-based team: both full-time staff and contractors
Support CARE in its national survey and annual report.
Ensure all statutory requirements of California's Carpet Stewardship Law (inclusive of AB 2398, AB 1158, and AB 729) are being met.
Create a hands-on working environment with the Program's primary target audiences including CalRecycle, local governments, carpet retailers, and carpet installer/contractors as well as waste managers, disposal sites, haulers, manufacturers, collectors and recycler/processors to increase reuse, recycling and diversion of Post Consumer Carpet discards in California.
Monitor risks associated with Program activities and take appropriate action to control risks.
Oversee marketing development analysis and strategies to increase demand for and procurement of secondary products made with recycled carpet content.
Participate in monthly reporting analysis and reviews for subsidy releases.
Assist in annual budget and operating plan development to support the Program.
Assist in funding strategy development that ensures Program longevity and expansion.
Recruit, interview and select well-qualified Program staff.

The California Program Director will work with the Executive Director of CARE to finalize targets within each specific Program activity area listed below such as: Collections Program, Product Procurement, Education and Outreach, Stakeholder Engagement, Grants program, Subsidy program, regulatory requirements.

Education:

Bachelor's degree or commensurate experience in the areas of Environmental Studies, Physical Sciences, Natural Resources, Biological Sciences, solid waste industry. Master's degree preferred.
Five or more years' professional experience in the areas of environmental or community program implementation, project management, business or related field is required.

Skills and Qualifications Required

Experience working with state and local government agencies, businesses, and organizations to adopt waste reduction, recycling, or conservation policies and/or practices.
Leadership experience (subcontractors and staff), excellent project management, time management skills and the ability to multi-task required.
Ability to work in a constantly changing, high energy, environment with a dispersed team and from your own home office.
Creative, self-motivated, diplomatic and solution-oriented systems thinker.
Expert collaboration, facilitation and partnership building skills.
Excellent professional, communication, coordination and organization skills.
Proficiency with Microsoft Excel, Word, PowerPoint and related programs.
Ability to develop and deliver PowerPoint or similar written and verbal presentations in front of groups of various sizes, webinars and events.
Experience developing educational and outreach materials, especially for conservation or behavior change programs.
Experience with data management, analysis, chart generation and other visual support tools to support program tracking and decision-making.
Skillful project and budget management required, including scoping, work planning, implementation design, scheduling, and tracking to successful outcomes.
Valid California Class C Driver's license, a reliable personal vehicle available for work purposes (mileage reimbursement provided) and current automobile insurance.

Compensation & Benefits

Annual salary range is $160,000 to $180,000, commensurate with experience. CARE offers benefits, retirement and time-off programs, a great work environment and the opportunity to work and learn from some of the best in the industry.
