About the Santa Clara County Food Recovery Program
Thanks to continued funding through the Recycling and Waste Reduction Commission of Santa Clara County, Joint Venture is managing the jurisdictional requirements for edible food for SB 1383. To reduce food waste and help address food insecurity, SB 1383 requires that by 2025 California recover 20 percent of edible food excess. Jurisdictions must establish food recovery programs, food donors must arrange to recover the maximum amount of their surplus food, and food recovery organizations and services must maintain agreements with generators and records for submission to the State. The Program will educate regulated entities; conduct reporting, monitoring, and communications; and handle data collection on behalf of the jurisdictions.

Essential Duties and Responsibilities
The Program Manager will report to the Executive Director, and join a committed and collaborative team managing the Santa Clara County Food Recovery Program. The position offers the opportunity to help grow and shape this new county-wide program that will contribute to lowering climate-warming emissions and reducing food insecurity. The Program has a clearly defined mission and scope, with systems and procedures in place. At the same time, there will be ample opportunity for innovation and evolution, in identifying best practices for managing the program and in developing new strategies for working with a variety of stakeholders to recover additional food in Santa Clara County.

The Program Manager will manage the day-to-day operations of the Program. The Program Manager will:

Manage the flow of information as regulated entities (both food donors and food recovery organizations/services) report to the Program and follow up with those that have not reported;
Manage needed reporting to the County of Santa Clara and individual jurisdictions to support their regulatory compliance;
Lead education and outreach efforts to regulated entities and supervise the work of an Outreach Fellow;
Supervise any inspectors or contractors working in the field, supporting their needs;
Design and lead a pilot project to bring recovered food to affordable housing facilities;
Develop positive working relationships with the regulated entities and with County/jurisdictions;
Represent the Program to the public and a variety of stakeholders, together with the Executive Director and Associate Director;
Create necessary reporting related to contracts funding the Program.
The position involves a mix of program management, data management (including some data entry and data quality control), outreach and engagement, and communications. Rigorous attention to detail is a must, ensuring that all parties comply with the law, and that the documentation necessary for compliance is maintained.

Experience and Skills
Experience leading initiatives or projects
Excellent computer skills and familiarity with databases, with the ability to learn new software when needed. Most work is accomplished with Google Suite and Airtable.
Great attention to detail
Effective working independently, taking initiative to continuously improve the Program
Budgeting and tracking expenses
Grant management and reporting
Ability to work effectively with people of diverse backgrounds and perspectives
Experience working with diverse populations
Familiarity with food recovery, food safety, nonprofit management a plus
Ability to write in Spanish or Chinese a plus
Supervisory experience a plus, especially supervision of staff field positions

Salary range $80,000 – $90,000 annually
