I. Job Summary
Prepare, review, monitor or maintain contracts and ensure compliance of applicable rules and regulations. Research and prepare reports as needed. Serve in an intermediate-level advisory capacity for all contract matters within Area Public Sector Services.
II. Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.
· Prepares reports by collecting, analyzing, and summarizing information regarding contractor performance, contract expenditures, etc. for reporting to management, team members, and customers.
· Monitors contract performance, submittals, and expenditures for compliance with contract requirements.
· Works with District Managers and others to resolve noncompliance issues.
· Researches, compiles, and exchanges contract information, as requested.
· Ensures compliance and stays abreast of all laws, rules and regulations applicable to the Area’s municipal operations, and adherence to overall Corporate governance and business integrity standards.
· Manages contract negotiations and drafting of municipal contracts and amendments.
· Evaluates existing municipal contracts for new business opportunities and revenue growth.
· Participates in strategic planning for municipal business within Area.
· Develop and implement political strategies for assigned franchise cities and prospective franchise cities.
· Maintain strong visibility in professional associations and key community organizations
· Meet on a recurring basis with city officials, city managers, general managers, and key staff members.
· Meet with City Staff at least twice a month
· Attend jurisdiction solid waste meeting and attend board meetings, regardless if WM is on the agenda.
· Establish and maintain a visible presence with key local officials
· Plan, Coordinate and participate in community outreach events (i , Earth Day events, Castro Valley Collection and Compost Give-Away Event, Oro Loma Poster Contest, Castro Valley Fall Festival, etc.).
· Track promotional and public education materials inventory.
· Meet with schools, businesses and multi-family properties to right size their services and implement recycling & organics programs
· Manage jurisdictional programs, such as incentive programs, delinquent accounts and customer service reference guides
· Manage pub-ed budgets and jurisdiction no-charge services
· Liaison between assigned jurisdiction and WM departments
III. Supervisory Responsibilities
This position does not manage employees.
IV. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job.
A. Education and Experience
· Education: Bachelor's Degree (accredited) in Business Administration, Public Administration or similar area of study, or in lieu of degree, High School Diploma or GED (accredited) and four years of relevant work experience.
· Experience: four years of relevant work experience in system and contract management with an emphasis on process improvement (in addition to education requirement).

· None required.
C. Other Knowledge, Skills or Abilities Required
· Contract management experience may be required.
