Community Vandalism and Billing Procedures

I am working on updating our Student Handbook for next year and specifically looking for information on how other universities handle community vandalism issues and what the policy is for community billing (relating to trash, damage, vandalism, etc.). I would really appreciate any information or feedback that you are willing to share.
