The last line may refer to "Project Blue Book" which was a US-based
project set up to log and investigate UFO sightings a couple of decades
ago. It was officially closed in 1970's, I think, although similar
programs like "Majestic 12" continued.
The second and third lines may refer to extraterrestrials, and their
possible existance/nonexistance/denial-of-existance.
