If an intelligent civilization were to send out a 'beacon' to make it's
presence known does it not follow that they would have it tag along with
something that every telescope, radio-telescope etc wuld be focussed
wherever it went, like say, a comet?

Well that's one of the problems with UFO's. Where are all the signals?
One answer is that we are not capable of picking up the type of signal used (the fance type of stuff on Star Trek etc)
that we can't even conceive of yet (or pick up).
But surely all civilizations had to advance slowly through technological change, and would have sent out different types of
signals through ou their history, and with simplier technology.
So one thing we know for certain, either advanced life is VERY far and in between. Ie no advanced civilizations for 1000's of
stars apart. Or everyone is very primative and below us in technology? Or something is blocking incoming signals into our
system.
I dunno, but I would bet life is spread far apart, and is nothing like the worlds of Star Trek and Star Wars, where life is on every
2nd planet, and there's hundreds of advanced life forms in close proximity to each other.
