Below is the text of an e-mail from Stuart Willis asking if they would
accept objections up to publication of the planning report. The second
bit is in response to a question about why Cawdor did not have to pay
planning fees, although they deem this to be a new application.

A subject for a freedom of information request might be how much the
County Council has spent so far on these two applications, as I
suspect we are all now subsidising Kevin Cawdor's "speculative
application".


Dear Sir,

I write further to your email below.

1. Comments can be received and taken into account after the 21 day
period. This is only the minimum period that can be given.

2. The relevant legislation for fees states that if an application is
refused there is a 12 month period where the first resubmission for
the same type of development, at the same application site and by the
same applicant would not incur a fee. Therefore although this is a new
planning application no fee was required.
