I write further to your email below regarding a number of queries.
1. There is a minimum period of 21 days following the registration of
an application such as this where it cannot be determined and I
imagine this is what the website refers to. Consultation letters will
not be sent out until a few days after registration due to the work
involved in preparing the application. Where a site notice is to be
used to advertise an application the 21 day period generally runs from
the date of the notice being placed at/near the site. This application
is a major application and therefore has been advertised in the local
press as well as the site notices. Therefore the dates on the site
notice refer to a date after they were put up as this is when the
advert was in the local press. The application will not be determined
prior to the expiration of 21 days from the dates given in the site
notice and press advert which was 16th December.
Objections have been received on the application and therefore if it
were to be recommended for approval it would need to go before the
Planning Committee. The application will not be presented to the
January planning committee as the deadline for reports to be prepared
has passed and a number of consultation responses are still
outstanding.
2. The previous application was refused and W/22109 is a resubmission
of the scheme but is a new planning application. There have also been
a number of changes from the original scheme in terms of layout and
several new or amended reports submitted. As such any letters of
objection or support from the previous application W/20805 cannot be
"carried over" for this application. Any comments whether positive or
negative relating to the new application would need to be submitted
with the new reference number and issues should relate to the new
scheme.
3. It is recommended you contact the Forward Planning Section of the
Authority regarding the availability of the studies referred to. It
appears that the 2000 and 2004 reports are available. The 2009 study
however is still only in draft form and therefore is not available at
present.

regard to this application, and I would be grateful if you could
respond to the following questions:
1. The Authority's website states that the re-application was opened
on 4 December, and it gives the public and interested parties only 21
days in which to respond. In view of the controversial nature of the
application and the proximity to Christmas, would the Authority be
prepared to extend the deadline for objections to the end of January
2010? I also note that the notices posted on the Cawdor site state
that the application was opened on 16 December (sic), with a closing
date given in early January.
2. As you will recall, the initial application attracted a large
number of objections. In view of the fact that this is a re-
application rather than a new application, and that in many essentials
the revised application is the same, will the Authority agree to carry
over objections and comments submitted under the initial application?
3. A number of the supporting documents relating to the initial
application and the newly submitted retail impact assessment refer to
Nathaniel Lichfield Partnership's "Carmarthenshire Retail Study" from
2000 and its updates from 2004 and 2009. Will the Authority put this
document into the public domain in the interests of balance and
transparency, since it is evident that the applicant and his agents
have had sight of it?

Incidentally, they also told me the Planning Office will be open until
midday on 24th Dec then reopen on Monday 4th January 2010.

| Hi Jezza Well, I think objections have to be in by 6 Jan, which is the closing date advertised in the press. As you saw, they will not roll over objections from last time on the basis that this is a new application. However, the application letter says this is a re-application, and therefore they don't have to pay fees (about £6,600 I think). So they are having it both ways. I have written again to CCC asking if they will agree to extend the deadline to publication of the planning report, which is what they did last time. I have also pointed out that they are not paying fees saying it is a re-application. So how can it also be a new application?
