Compare Mr Davies's statement, " The town would also benefit from
twice the parking spaces currently offered once the development is
completed." with his planning application, which says that the number
of parking spaces will rise from 65 to 114. The revised total includes
an unspoecified number of staff parking spaces. Since the store would
emply 10 full-time staff and 20 part-time staff, let's make a
conservative estimate of 10 staff places. That would leave a net
increase of 39 spaces. Perhaps maths is not one of his strong points.
Dear Editor I have lived in Newcastle Emlyn for the past 25 years and
in this time I have developed a successful business employing over 100
people. I feel that I understand as well as anyone how this town needs
to develop so as to prosper in the future. I am confident that the
redevelopment of the Cawdor site will not only bring extra revenue and
employment to the town, but will also have a positive effect on the
existing businesses and the community in general.
I appreciate that I have a vested interest in saying this but the
action group formed to oppose the development has prominent members
who are motivated by self interest to the extent that I suggest that
they cannot look objectively at the benefits that a redevelopment
would bring to the town.
I am also finding it difficult to ascertain with any certainty the
actual number of people who oppose the development. Cllr Haydn Jones,
who has been trying to do his best for the people of the town, has
tried, through the Tivy Side, to ascertain the actual number of people
who oppose or support the proposal. Unfortunately, as with all surveys
of this kind, it is likely that those who oppose will make more of an
effort to respond than those who support. The action group have
organised a petition but it is well known that petitions are an
unreliable way of gauging the measure of support or opposition on any
issue – people frequently sign more than once, those who have no
legitimate interest in the issue will happily sign and in this
instance I have seen lines of school children in their lunch breaks
queuing to sign the petition.
It would be interesting to analyse the letters of protest to try and
identify whether those who have submitted them have a genuine link to
and interest in the community. It has been said that somewhere between
400 or 600 people have written in protest. However, it is more
instructive to note that only half a dozen people turned up to protest
when local councillors visited the site and only a similar number of
people turned up at the planning committee on the day that it
considered the planning application. I have been criticised for
allegedly keeping the proposals a closely guarded secret. That is not
the case. I arranged for my planning consultant to give a presentation
at the second meeting the action group and details of the proposals
were made available at the meeting. I can again confirm that there is
no specific retailer involved.
I feel that the development of the pedestrian route to the site, with
the addition of a footpath and street lighting would transform this
run down part of town. To date we believe that the owner of the Cawdor
Hotel’s old Long Room site which runs adjacent to this has applied for
planning permission to construct some additional shops here. This
would surely be only a positive step forward from the way this area
stands now.
In addition to excellent development of pedestrian access to the site
vehicular access will be greatly improved via Tanyard Lane. The town
would also benefit from twice the parking spaces currently offered
once the development is completed.
With a town centre supermarket development, the foot-fall to the high
street would also be greatly increased. Local people who ordinarily
leave Newcastle Emlyn to shop in the Tesco stores in Cardigan or
Carmarthen would stay in town. Due to the location of the site, people
will be able to park at the supermarket for their weekly shop and then
stroll into town to do their additional shopping in the high street.
Unfortunately this does not happen with an out of town site. From my
own experience I can say, from surveying the CK’s site, the people
travelling from nearby villages such as Henllan, Drefach and Llandysul
will frequently park at the site, complete their shop and then drive
home. They do not as a general rule leave the car in the car park and
walk into town as it is too far to do so. If this site were
redeveloped by a major retailer then the effects on the town centre
could be considerable. Should that happen, it would be too late to
regret that such a store were not situate in the town centre. This
development will not only keep local people shopping locally to boost
the town’s economy, but also attract people into the town, including
the large numbers of tourists to the area. Currently there are pulls
from each side of the town to places with bigger, more diverse
shopping experiences. To the north, Lampeter offers a large
Sainsbury’s and Co-op as well as a thriving high street with small
independent shops. To the west, the large Tesco draws people to shop
in Cardigan, the pull gearing up into next year with the onset of the
new Sainsbury’s development. To the east Carmarthen attracts the
majority of shoppers and, with the new Debenhams development opening
shortly; we need urgently to look at ways of keeping shoppers in
Newcastle Emlyn.
Those who oppose this redevelopment need to look carefully at their
arguments. I have no doubt that on balance the redevelopment of the
Cawdor Site to provide a retail site in the centre of the town will
bring major benefits to the town, not least by means of extra trade

I never need to use Windows media player.
Incidentally I've tried embedding the move into the website but so far
it won't stream. I would upload it to YouTube but I would be breaking
copyright, and that's naughty apparently.
