Trouble with sections in NB1

I have never been able to figure out section assignments in NB1.  Curious if anyone else has ever been able to use them?  I assumed it meant that a smaller number of users would interact together in the files (just users in that section).

I created 3 sections before any one joined and set the settings to assign sections as "random".

Does it automatically assign sections?  As people join it seems that there is no assignment.  Looking at Users page or section page, it shows "no section" for each.  When I manually assign a section with the drop downs they don't seem to stay assigned.
