The Group Manager of the Quality Control Group (QCG), Western Service Center, is soliciting interest in a temporary assignment to Operational Evaluations Team Manager Position, FV-2152-K, in Renton, WA. The temporary assignment will be for no more than 120 days or could be extended depending on the bargaining unit status of selectee and if the selection results in a detail or temporary promotion. The solicitation is open to FAA employees within the local commuting area. No travel or per diem authorized.
The duties of this position are: Direct work of subordinate employees for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Duties typically include: strategic planning, communicating the organization's vision
and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, coaching and developing staff and organizational capabilities, approving leave and taking, recommending, or approving corrective/disciplinary
action, as appropriate. Applies comprehensive knowledge in the operation of a civilian Air Traffic Facility. Exhibits advanced knowledge of the NAS and the ability to apply and interpret Air Traffic Separation Standards and Procedures. Demonstrates the knowledge
and skills required to perform the appropriate level of work at an En Route or Terminal Facility. Executes operational evaluations for facilities. Supervise the providing of comprehensive, detailed information as required for litigation support. Applies an
advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, personnel, and other administrative policies and procedures, and an advanced understanding of the objectives of the organization. Serves as a central clearinghouse
for information regarding quality control initiatives, performance and effectiveness. Provides oversight and implementation guidance to facilities implementing quality control initiatives.
Candidates must show specialized experience. Applicants must possess at least 52 weeks of Specialized Experience in a military or civilian air traffic facility equivalent to the next lower grade level (FV-J, GS/FG-14). This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Preferred candidates will possess and document an understanding of quality control initiative development and implementation and the ability to manage multiple local and national safety programs.
