When are TFRs added to the airspace downloads?

After updating the weather and airspace on my Oudie N at about 8:30am PDT this morning, I noticed a TFR was missing: 5/5613 in central Oregon. The issue date is April 12, 2025 at 1442 UTC (https://tfr.faa.gov/tfr3/?page=detail_5_5613). It wasn't present on Navigator running on my phone after downloading airspace and weather at 9:00am PDT

We should be able to count on Oudie's TFRs to be at least updated at the time they are downloaded, and if that's not what's happening, we should be warned about it, so we can do a manual check.
