Can not move or edit navboxes at the top of the screen on Page 1

Screenshot from my iPhone 16 running Navigator. The navboxes along the top can not be moved, edited, or deleted. They used to be lower on the screen, but I moved them to the top, now can't move them. A workaround is moving the page so it isn't Page One, making the changes, then moving it back to Page One, but I'm hoping someone has a way of doing it on Page One.
