ihave been using FS2Crew-Voice products for years with the help of Vistalizator on my german Win7 64. Due to an error i had to reinstall the complete system a few days ago. I donwloaded the appropriate Vistalozator and English MUI Pack fro Win7 64 SP1, i installed fine but after the necessary restart i'm stuck just before the log-in screen. I get a complete black screen, the mouse i visible and can be moved, so the system is not stalled, but it is somewhat stuck and doesn't proceed any further. I was able to solve the problem through the win7 startup-repair tool using a system restore point. however, the languge reverts back to the default as well. I tried it a few times, always with the same result. I assume some recent WIn7 Updates have made Vistalizator incompatible.
I have finally found a fix for the vistalizator problem, first run the program in the compatibility settings set to windows 7 and choose tye language pack you want to use, then when the program shows the message that says save your work and exit the program to apply changes instead of closing the program normally terminate it via task manager then restart manually.
Open the VistaMuiTools folder and select Windows Vista MUI Tools v2.55 x86.exe if you have a 32bit version of Windows Vista and Windows Vista MUI Tools v2.55 x64.exe if you have a 64bit version. The file needs to be run using administrative permissions so make sure you right click on it and select Run as administrator.
Once the message disappears, you will need to wait for a few minutes. Unfortunately you will not see any activity indicator. You just need to wait for a few minutes. From 5 up to 60, depending on your configuration. However, on any mainstream PC it should not take more than 15 minutes for the procedure to finish. Once the process is finished, you will receive a notification message informing you of the installation status.
Unfortunately the tool used for this tutorial is not very stable and the procedure might fail. If you manage to find other ways to apply a new language to Windows Vista, please share it with us. We will be more than happy to test & share your solution with our readers.
Worked a treat with a tweak
I had someone approach me to help change the language on his laptop running Vista Home Premium from Spanish to English; He did however fail to inform me that he had purchased the said laptop in Spain hence his problem. I found your site and followed the instructions for the Vista Home Premium solution and there is only one tweak I can offer. This is that after the MUI has finished compiling the new language pack from the .cab file and you get the message saying installation complete, when you return to the MUI tools software IF THE APPLY BUTTON IS AVAILABLE TO BE PRESSED THEN JUST PRESS IT, DO NOT TRY AND SELECT ANYTHING ELSE. If you do the Apply button will disappear again and become unavailable and you will have to start the process all over again following a reboot.

I tried the MUI tool 2.55 hen the program was trying to install or read the .cab file (file that was just generated by the program) it shows and error and it couldnt install it. I tried the Vistalizator 2.10 and use the language pack (shown is this website) and so far works fine. thanks Arthur

The whole exercise started after the windows 7 upgrade cd given by ACER which is in english is refusing to upgrade the german version of Vista. If I do a clean install then windows is not able to validate and asks for a key even for an oem cd. Now tried after this procedure and it has accepted! The upgrade is ongoing now and hopefully everything will be normal.
First you will have to download the language pack for Windows 7. Since Windows 7 language packs are available via Windows Update as an optional update for Windows 7 Enterprise and Ultimate editions only, here is the list of 32-bit and 64-bit language packs available from Microsoft for manual download.
After downloading the Windows 7 language packs, run the .EXE executable file to extract the .CAB language pack (LP) cabinet file. Then, follow the guide to install it on Windows 7, and guide to change display language on Windows 7 user interface and welcome screen.

I baught a Notebook wih Win7 Home Premium in Germany and since then looking to switch it to english somehow. 8)
But the en_US exe seems to have a problem, as the lp.cab deletes itself after unpacking ?
i dont want to change the language of my windows, just want the language pack i downloaded to extend to notepad and other programs so i can read the files in that language.
p.s: language pack i downloaded is arabic

you have to quickly copy the lp file to the same location before windows gets to delete it, creating a lp copy file. then you should rename it to MUI.cab to keep it simple.
so far it seems like it is working, but that regedit part scares me.

I did the all the things as guided. But while doing restart, the system is not starting and its going in repair mode. After complete repair, the error still remains the same and I am not able to log in my laptop. I think above proceedure is a BUG.
lp.cab would appear then disapear, what I did was to quickly move the file to another folder and it would stay that way. I went farther and renamed file, and it did not went way, then I was able to follow the above steps and I know I have language I wanted. THANKSSSSS ps: I did not need to use the step on first paragraph.
This is to make sure that the welcome message is in the language that you have chosen. Some language packs do not contain this translation. Type the second command: bcdedit /set current locale LOCALE_KEY then another command bcdboot %WinDir% /l LOCALE_KEY
