When describing an observation site, what constitutes a "permanent body of water"? My site is near several small farm ponds (300 sq ft to 5000 sq ft), but a bit farther from a small reservoir (municipal water supply, about 12 acres) and river. Do I count the nearest pond (.75 mile) or the larger reservoir (2 miles)?
