Some critter or flying alien has taken off all of the heads of my echinacea plants.  The Cosmos was beheaded last week and I did not really pay much attention other than scratch my head. I had thought perhaps deer, however the area around the echinacea is recently raked and there are no foot prints.
The plants are tall and not broken Just beheaded.

Any Idea as to what I may be looking for?

Turkeys? Those idiot birds eat anything and everything. I had a wasp
nest on one of my lawn chairs that was down near my raised garden
beds, figured I'd just pull the chair over nearer to the gardens and
let the wasps pick off the caterpillars. Idiot turkeys picked off the
wasp nest.

I haven't seen the fallen leaves dug through yet. I had seen the
leaves on the road and in the woods all disturbed, as if something had
pawed through it. There were no claw marks on the road, so not a
bear. Then one morning I drove out the lane and there was a flock of
turkeys scratching through the leaves.

Usually turkeys leave tracks,  There were none.   But we do have turkeys.   

We also have Grouse,  They might be the culprit.  We have had echinacea for over 20 years, never seen this before.
