There is no offline installer, but there is nothing special to do besides copy files. You can copy the PNaCl translator files from a machine with internet access (and the PNaCl translators already downloaded) over to the machines without internet access.See the "PNaCl translator path" under chrome://nacl/, for the source directory of the copy, and place the copy in a similar destination. Usually this is somewhere in user-data-dir (adjacent to all of the user profiles), under the "pnacl" directory. Note that the path has "_platform_specific" as one of the subdirectories. This means that the files are architecture specific. E.g, if the machine with internet access is ARM, then the machines without internet access should be ARM too (otherwise find a matching machine with internet access so that you can get the right files).
If you ever copy a new chrome over to the machines without internet access to "update chrome", be sure to also copy and update the "pnacl" directory too.
