USCDI V2 Template Conformance for NHCS

The Assessment Scale as defined in the NHCS CDA 1.2 specifications uses template 2.16.840.1.113883.10.20.22.4.86.  That template has been recently updated for USCDI V2.  The newer version of that template no longer has the 81-19179 conformance statement. 

 Before:


5. SHALL contain exactly one [1..1] code (CONF:81-19178).

a. This code SHALL contain exactly one [1..1] @code (CONF:81-19179).

i. Such that the @code SHALL be from LOINC (CodeSystem: 2.16.840.1.113883.6.1) or SNOMED CT (CodeSystem: 2.16.840.1.113883.6.96) and represents components of the scale (CONF:81-19180).


After:

33. SHALL contain exactly one [1..1] code, which SHALL be selected from CodeSystem LOINC (urn:oid:2.16.840.1.113883.6.1) DYNAMIC (CONF:4515-19178).

 

Our understanding is including the USCDI V2 compliant template is acceptable and preferred by NHCS when possible.  As such, the conformance statements removed between the old-and-new versions of this template should be ignored when validating to NHCS CDA 1.2 specifications.

This conformance statement has been addressed by HL7 as well in Jira ticket 20560.  Other template changes for USCDI V2 that may affect the survey documents and this template specifically are included in Jira ticket 20482.  At time of posting, these are both official/persuasive tickets.

On behalf of the DHCS team - The Assessment Scale template (2.16.840.1.113883.10.20.22.4.86) that is defined in the NHCS CDA 1.2 specifications has been updated and is now USCDI V2 compliant. Confirming that the updated USCDI V2 compliant template is acceptable and preferred by NHCS when possible.  Conformance statements removed between the old-and-new versions of this template should be ignored when validating to NHCS CDA 1.2 specifications.
