NHCS validator errors out for valid performer and substance administration valueset

Following validator errors in the sections below 


Substance administration:

MessageSHALL contain exactly one [1..1] @moodCode, which SHALL be selected from ValueSet MoodCodeEvnInt 2.16.840.1.113883.11.20.9.18 STATIC 2011-04-03 (CONF:1098-7497).

Context/ClinicalDocument[1]/component[1]/structuredBody[1]/component[6]/section[1]/entry[1]/substanceAdministration



NHCS validator throws error if NegationInd for Substance administered has moodCode=EVN in a case where no medication was prescribed for a patient

Message:The performer, if present, SHALL contain exactly one [1..1] @typeCode, which SHALL be selected from ValueSet x_ServiceEventPerformer 2.16.840.1.113883.1.11.19601 STATIC 2014-09-01 (CONF:1098-14840).
