Dear Friends, 

Association for Democratic Reforms (ADR) has analysed Format C7 of 1,178 candidates, who contested in the Uttar Pradesh, Uttarakhand Goa, Manipur and Punjab assembly election 2022.

Summary and Highlights

This data has been compiled from political parties' websites as well as social media handles that were functional before and during the period of the above-mentioned State assembly elections. Most political parties published details as per form C7 on their social media handles such as Twitter. It must be noted that in some cases, parties may have published these details (elsewhere) and it may not have appeared in our records.

Analysis of Format C7 – Uttar Pradesh Assembly Elections, 2022


Political parties analysed:

Out of all the National and State political parties which contested in the Uttar Pradesh 2022 Assembly Elections, the following 7 political parties have been analysed for this report.


1. Bharatiya Janata Party

2. Bahujan Samaj Party

3. Indian National Congress

4. Samajwadi Party

5. Rashtriya Lok Dal

6. Aam Aadmi Party

7. All India Majlis-e-Ittehadul Muslimeen

Criminal Background

  • Candidates with Criminal Cases: Out of 1991 contesting candidates analysed, 827 (42%) candidates belonging to the aforementioned political parties have declared criminal cases against themselves.

  • Candidates with Serious Criminal Cases: Out of 1991 contesting candidates analysed belonging to the aforementioned political parties, 623 (31%) have declared serious criminal cases against themselves.

  • Reasons furnished for nominating candidates with criminal antecedents: 

      • Out of 827 candidates with criminal cases, reasons have been furnished for 689 (83%) candidates.
      • Out of 623 candidates with serious criminal cases, reasons have been furnished for 511 (82%) candidates.
      • For 138 (17%) candidates with criminal background, no reasons for their selection have been provided by political parties.

He has been asset for the party and has been elected MLA from this constituency from 9 times and presenting he is the member of the parliament decides, he remained cabinet minister for 4 times and leader of opposition for 1 time, he has also been nominated as member of Rajya Sabha. He is one of the Founding Members of Samajvadi Party. He has been Falsely Implicated in all the cases for political reasons.

No other candidate could compete the candidature of the present elected applicant until now.

The Candidate won the earlier election by comfortable margin of more than 53 thousand from his nearest rival. Besides, the candidate highly qualified as he being M.Tech from the Galgotias University that is why conceded his academic qualification and popularity in general public. He is the best candidate amongst all.

Obviously, because of the reason that the candidate is highly qualified, popular and one of the best amongst all the candidates. He has been falsely implicated because of ulterior motives and for the political reasons.

Atul Pradhan is being made a candidate from the legislative assembly constituency, Sardhana, 44 because he has worked among the people from last many years, his political popularity is very good, Atul Pradhan is has been the former State President of Samajwadi Chhatra Sabha. Atul Pradhan has most experienced in politics specially in Election Management.

All those cases are present in most of them are in public interest & political laws. There is no candidate for this constituency better than Atul Pradhan.

Out of all the National, State and Registered unrecognized political parties which contested in the Uttarakhand 2022 Assembly Elections, the following 8 political parties have been analysed for this report.

  • Candidates with Serious Criminal Cases: Out of 366 contesting candidates analysed belonging to the aforementioned political parties, 43 (12%) have declared serious criminal cases against themselves.
  • Reasons furnished for nominating candidates with criminal antecedents:

  • Out of 76 candidates with criminal cases, reasons have been furnished for 64 (84%) candidates
  •  Out of 43 candidates with serious criminal cases, reasons have been furnished for 37 (86%) candidates

Analysis of Format C7 – Goa Assembly Elections, 2022

Political parties analysed:

 

Out of all the National, State and Registered unrecognized political parties which contested in the Goa 2022 Assembly Elections, the following 7 political parties have been analysed for this report.

 

1. Bharatiya Janata Party

2. Aam Aadmi Party

3. Indian National Congress

4. Revolutionary Goan’s party

5. Nationalist Congress Party

6. Maharashtrawadi Gomantak

7. All India Trinamool Congress

Criminal Background

  • Candidates with Criminal Cases: Out of 206 contesting candidates analysed, 57 (28%) candidates belonging to the aforementioned political parties have declared criminal cases against themselves.

  • Candidates with Serious Criminal Cases: Out of 206 contesting candidates analysed belonging to the aforementioned political parties, 35 (17%) have declared serious criminal cases against themselves.

  • Reasons furnished for nominating candidates with criminal antecedents:
      • Out of 57 candidates with criminal cases, reasons have been furnished for 28 (49%) candidates
      • Out of 35 candidates with serious criminal cases, reasons have been furnished for 19 (54%) candidates
      • For 29 (51%) candidates with criminal background, no reasons for their selection have been provided by political parties.

Mr. D'silva is a present sarpanch of Velim panchayat during which time, he has done a lot of development work in the village. He is also the leader of the Cutbona Boat owner’s association. He has a decade long experience in social service. He has worked for the fishing community for more than 5 years.

 

Based on the party interaction with the locals, it was concluded that the people want a person who is loyal to the people and the party, someone who won't defect, is always accessible to the people in the constituency. From all the prospective candidates, Mr D'silva met each and every one of those criteria.

There are 6 form C7s which have been uploaded by AITC Goa but none of the 6 forms answer the second question of the form i.e. as to why other individuals without criminal antecedents could not be selected. They have simply written "Same as above" in that section for all the 6 forms.


Analysis of Format C7 – Manipur Assembly Elections, 2022

Political parties analysed:

 

Out of all the National and State political parties which contested in the Manipur 2022 Assembly Elections, the following 4 political parties have been analysed for this report.

  • Candidates with Serious Criminal Cases: Out of 463 contesting candidates analysed belonging to the aforementioned political parties, 120 (26%) have declared serious criminal cases against themselves.

      • Out of 177 candidates with criminal cases, reasons have been furnished for 146 (82%) candidates
      • Out of 120 candidates with serious criminal cases, reasons have been furnished for 104 (87%) candidates

The present candidate has vast experience being Former Union Minister & Former Deputy Chief Minister.

Though the party has been keeping close watch on all the prospective candidates but however the best one out of them has been selected. The Party has moral responsibility towards the citizens of India and need to rise upto their expectations and no better candidate than the present candidate was available.
