Dear Friends, 

Association for Democratic Reforms (ADR) & National Election Watch (NEW) have analysed the self-sworn affidavits of all 31 current Chief Ministers in State Assemblies and Union Territories across the nation. This data has been extracted from affidavits filed by the Chief Ministers prior to contesting their last elections.

Criminal Background

  • Chief Ministers with Criminal Cases: Out of the 31 Chief Ministers analysed from State Assemblies and Union Territories 14 (45%) Chief Ministers have declared criminal cases against themselves.

  • Chief Ministers with Serious Criminal Cases: 11(35%) Chief Ministers have declared serious criminal cases including cases related to attempt to murder, bribery, criminal intimidation etc.
  • Chief Ministers with declared cases related to attempt to murder:  2 Chief Ministers have declared cases related to attempt to murder (IPC Section 307).

Financial Background

  • Average Assets of Chief Ministers: The average of assets per Chief Minister from state assemblies and union territories is Rs.118.07 Crores. 
  • Average Self Income of Chief Ministers: The average self-income of Chief Ministers is Rs. 6.54 Crores.
  • Total Self Income of Chief Ministers: The total self income of 31 Chief Ministers are Rs. 203 Crores.
  • Billionaire Chief Ministers: Out of the 31 Chief Ministers of State Assemblies and Union Territories analysed, 4 (13%) are Billionaires.
  • Total Assets of Chief Ministers: The total assets of 31 Chief Ministers are Rs. 3,660 Crores.
