Dear Friends,

Association for Democratic Reforms (ADR) and Himachal Pradesh Election Watch have analyzed the criminal, financial and other background details of all 68 sitting MLAs. This analysis is based on the affidavits submitted by the candidates prior to the 2017 Assembly elections and bye elections conducted thereafter.

Criminal Background

MLAs with criminal cases: Out of 68 sitting MLAs analysed, 19 (28%) MLAs have declared criminal cases against themselves.

MLAs with serious criminal cases: 8 (12%) MLAs have declared serious criminal cases.

Party wise sitting MLAs with criminal cases: 17 (36%) out of 47 MLAs from BJP and 2 (10%) out of 20 MLAs from INC have declared criminal cases against themselves in their affidavits.

Party wise sitting MLAs with serious criminal cases: 6 (13%) out of 47 MLAs from BJP and 2 (10%) out of 20 MLAs from INC have declared serious criminal cases against themselves in their affidavits.

Financial Background

Crorepati MLAs: Out of 68 sitting MLAs analysed , 50 (74%) are crorepatis.

Party wise crorepati MLAs: 29 (62%) out of 47 MLAs from BJP, 20 (100%) out of 20 MLAs from INC and 1 (100%) CPI(M) MLA has declared assets valued more than Rs 1 crore.

Average assets: The average of assets per sitting MLA is Rs.8.45 crore.

Party wise average assets: The average assets per MLA for 47 BJP MLAs analysed is Rs.6.31 crores, 20 INC MLAs analysed is Rs.13.01 crores and 1 CPI(M) MLA has average assets of Rs.18.15 crores.

Education Details of MLAs: 20 (29%) MLAs have declared their educational qualification to be between 8^th pass and 12^th pass while 48 (71%) MLAs have declared having an educational qualification of graduate or above.

Age details of MLAs: 23 (34%) MLAs have declared their age to be between 25 and 50 years while 44 (65%) MLAs have declared their age to be between 51 and 80 years.
