Dear Friends,

Association for Democratic Reforms (ADR) and Mizoram Election Watch have analysed the self-sworn affidavits of all 12 Ministers including Chief Minister from Mizoram State Assembly Elections 2023.


The information is based on the affidavits submitted by the ministers prior to 2023 Mizoram Assembly Elections.

Summary and Highlights

Criminal Background

  • Ministers with Criminal Cases: Out of the 12 ministers analysed, 2 (17%) ministers have declared criminal cases against themselves. 
  • Ministers with Serious Criminal Cases: 2(17%) ministers have declared serious criminal cases against themselves.


 Financial Background

  • Crorepati Ministers: Out of the 12 ministers analysed, all 12 (100%) are crorepatis.
  • Average Assets: The average assets of 12 ministers analysed is Rs 6.30 crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is F. Rodingliana from Lengteng (ST) constituency with assets worth Rs. 22.28 crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is C. Lalsawivunga from Aizawl South-I (ST) constituency with assets worth Rs. 1.29 crores.
  • Liabilities: 11 ministers have declared liabilities out of which the minister with the highest liabilities is P.C. Vanlalruata of Tuikum (ST) constituency with Rs. 2.08 crores of liabilities.

Other Background details (Education, Gender, Age)

  • Ministers’ Education:  2 (17%) Ministers have declared their educational qualification 12th standard while 10 (83%) Ministers have declared having an educational qualification of graduate and above.
  • Ministers’ Age: 7 (58%) ministers have declared their age to be between 41 and 60 years while 5 (42%) ministers have declared their age to be between 61 and 80 years.
  • Women Ministers: Out of 12 ministers, 1 is a woman.
