Dear Friends,

Association for Democratic Reforms (ADR) and Tamil Nadu Election Watch have analyzed the criminal, financial and other background details of 218 out of 234 sitting MLAs. In the current assembly 7 seats are vacant. This analysis is based on the affidavits submitted by the candidates prior to the 2021 Assembly elections and bye elections conducted thereafter. It may be noted that there may be some changes in the number of criminal cases pending as on date, against some MLAs.

Summary and Highlights

Criminal Background   

  • MLAs with criminal cases: Out of 218 sitting MLAs analysed, 131 (60%) Sitting MLAs have declared criminal cases against themselves.
  • MLAs with serious criminal cases: 55 (25%) Sitting MLAs have declared serious criminal cases.
  • MLAs with declared cases related to murder: 2 Sitting MLAs have declared cases related to murder (IPC section 302).
  • MLAs with declared cases related to attempt to murder: 13 Sitting MLAs have declared cases related to attempt to murder (IPC section 307).
  • MLAs with declared cases related to Crime Against Women: 3 Sitting MLAs have declared cases related to crimes against women. Out of 3 Sitting MLAs 1 MLA has declared case related to rape (IPC Section-376).
  • Party wise sitting MLAs with criminal cases: 96 (76%) out of 126 MLAs from DMK, 13 (22%) out of 60 MLAs from AIADMK, 11 (73%) out of 15 MLAs from INC, 2 (50%) out of 4 MLAs from BJP, 3 (75%) out of 4 MLAs from Viduthalai Chiruthaigal Katchi, 2 (67%) out of 3 MLAs from Pattali Makkal Katchi,  2 (100%) out of 2 MLAs from Pattali Makkal Katchi (S. Ramadoss) and 2 (100%) out of 2 CPI MLAs have declared criminal cases against themselves in their affidavits.
  • Party wise sitting MLAs with serious criminal cases: 39 (31%) out of 126 MLAs from DMK, 3 (5%) out of 60 MLAs from AIADMK, 5 (33%) out of 15 MLAs from INC, 2 (50%) out of 4 MLAs from BJP, 2 (50%) out of 4 MLAs from Viduthalai Chiruthaigal Katchi, 1 (33%) out of 3 MLAs from Pattali Makkal Katchi,  2 (100%) out of 2 MLAs from Pattali Makkal Katchi (S. Ramadoss) and 1 (50%) out of 2 CPI MLAs have declared serious criminal cases against themselves in their affidavits.

Financial Background


  • Crorepati Sitting MLAs: Out of 218 sitting MLAs analysed , 189 (87%) are crorepatis.
  • Total assets of Sitting MLAs: The total assets of 218 sitting MLAs are Rs. 2729.87 Crores.
  • Party wise crorepati Sitting MLAs: 114 (90%) out of 126 MLAs from DMK, 53 (88%) out of 60 MLAs from AIADMK, 13 (87%) out of 15 MLAs from INC, 3 (75%) out of 4 MLAs from BJP, 2 (50%) out of 4 MLAs from Viduthalai Chiruthaigal Katchi, 2 (67%) out of 3 MLAs from Pattali Makkal Katchi, 1 (50%) out of 2 MLAs from Pattali Makkal Katchi (S. Ramadoss) and 1 (50%) out of 2 MLAs from CPI have declared assets valued more than Rs 1 crore.

  • Average assets: The average of assets per sitting MLA is Rs.12.52 crore.
  • Party wise average assets: The average assets per MLA for 126 DMK MLAs analysed is Rs.13.12 crores, 60 AIADMK MLAs analysed is Rs.12.24 crores, 15 INC MLAs analysed is Rs.17.05 crores, 4 BJP MLAs analysed is Rs.12.14 crores, 4 Viduthalai Chiruthaigal Katchi MLAs analysed is Rs.5.05 crores, 3 Pattali Makkal Katchi MLAs analysed is Rs.1.64 crores, 2 Pattali Makkal Katchi (S. Ramadoss) MLAs analysed is Rs.3.08 crores, 2 CPI MLAs analysed is Rs.2.61 crores and 2 CPI(M) MLAs have average assets of Rs.12.05 lakhs.

Other Background Details

  • Education Details of Sitting MLAs:  75(34%) MLAs have declared their educational qualification to be between 5th and 12th standard while 138 (63%) MLAs have declared having an educational qualification of graduate or above. There are 5 MLAs who are Diploma holders.
  • Age details of Sitting MLAs:  73 (33%) MLAs have declared their age to be between 31 and 50 years while 145 (67%) MLAs have declared their age to be between 51 and 83 years.
  • Gender details of Sitting MLAs: Out of 218 MLAs analysed, 12(6%) MLAs are women.
