Dear Friends,

Karnataka Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of all 223 out of 224 winning candidates in the Karnataka 2023 Assembly Elections. 1 winner namely Kelachandra Joseph George of INC from Sarvagnanagar Constituency was not analysed due to the unavailability of his clear and complete affidavits on the ECI website at the time of making this report.

Criminal Background

  • Winning candidates with criminal cases: Out of the 223 winning candidates analysed in 2023 122(55%) winning candidates have declared criminal cases against themselves. Out of 221 MLAs analysed during Karnataka Assembly elections in 2018, 77(35%) MLAs had declared criminal cases against themselves.
  • Winning candidates with serious criminal cases: 71 (32%) winning candidates have declared serious criminal cases against themselves. Out of 221 MLAs analysed during Karnataka Assembly elections in 2018, 54 (24%) MLAs had declared serious criminal cases against themselves.

  • Winning candidates with cases related to Murder: 1 winner candidate has declared a case related to murder (IPC Section-302).
  • Winning candidates with cases related to Attempt to Murder: 3 winning candidates have declared cases of attempt to murder (IPC Section-307).
  • Winning candidates with cases related to Crimes against Women: 7 winning candidates have declared cases related to crimes against women. Out of 7 winning candidates, 1 Winner has declared case related to rape (IPC Section-376).
  • Party wise Winning candidates with Criminal Cases: 78 (58%) out of 134 winning candidates from INC, 34(52%) out of 66 winning candidates from BJP, 9(47%) out of 19 winning candidates from JD(S) and 1(100%) Kalyana Rajya Pragathi Paksha winning candidates have declared criminal cases against themselves in their affidavits.
  • Party wise Winning candidates with Serious Criminal Cases: 40 (30%) out of 134 winning candidates from INC, 23(35%) out of 66 winning candidates from BJP, 7(37%) out of 19 winning candidates from JD(S) and 1(100%) Kalyana Rajya Pragathi Paksha winning candidates have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati Winning candidates: Out of the 223 winning candidates analysed, 217 (97%) are crorepatis. Out of 221 MLAs analysed during Karnataka assembly elections 2018, 215 (97%) MLAs were crorepatis.

  • Party-wise crorepati winning candidates: 132 (99%) out of 134 from INC, 63(96%) out of 66 from BJP, 18 (95%) out of 19 from JD(S), 1 (100%) from Sarvodaya Karnataka Paksha, 1 (100%) from Kalyana Rajya Pragathi Paksha and 2 (100%) Independent winning candidatehave declared assets worth more than Rs. 1 crore.

  • Average assets: The average of assets per winning candidates in the Karnataka Assembly Elections 2023 is Rs 64.39 Crores. The average of assets per MLA in the Karnataka Assembly Elections 2018 was Rs 34.59 crore.

  • Party wise average assets: The average assets per winning candidate for 134 INC winning candidates is Rs 67.13 Crores, 66 BJP winning candidates is Rs 44.36 Crores, 19 JD(S) winning candidates is Rs 46.01 Crores, 1 Kalyana Rajya Pragathi Paksha winner candidate is Rs 246.51 Crores, 1 Sarvodaya Karnataka Paksha winner candidate is Rs 40.15 Crores and 2 Independent winning candidates have average assets worth Rs 637.16 Crores.

Other Background Details

  • Education Details of winning candidates:  79 (35%) winning candidates have declared their educational qualification to be between 5th pass and 12th pass, while 139 (62%) winning candidates have declared having an educational qualification of graduate and above. 5 winning candidates are Diploma Holders.
  • Age details of winning candidates: 64 (29%) winning candidates have declared their age to be between 25 and 50 years while 156 (70%) winning candidates have declared their age to be between 51 and 80 years. 3 winning candidates have declared they are more than 80 years old.
  • Gender details of winning candidates: Out of 223 winning candidates analysed, 10 (5%) winning candidates are women. In 2018, out of 221 MLAs, 7 (3%) MLAs were women.

Comparative Analysis Of Assets Of Re-Elected MLAs

  • Number of re-elected MLAs: Number of re-elected MLAs analysed in the Karnataka assembly elections of 2023 is 93.

  • Average assets of re-elected MLAs in 2018: The average assets of re-elected MLAs in 2018 was Rs 42.48 crore.
  • Average assets of re-elected MLAs in 2023: The average assets of re-elected MLAs in 2023 is Rs 71.52 crores.
  • Average growth in assets of re-elected MLAs from 2018 to 2023: The growth in average assets of re-elected MLAs is Rs 29.03 crores i.e. by 68%.
