Dear Friends,

Association for Democratic Reforms and Puducherry Election Watch (PEW) have analysed the vote share for the all 30 constituencies in the Puducherry Assembly Elections, 2021. The voter’s turnout for the Puducherry Assembly election 2021 was 83.31% whereas voter’s turnout in Puducherry assembly elections 2016 was 85.08%.

Vote Share of Winner

The winners of the Puducherry State Assembly elections, 2021 won by an average of 50.77 % of total votes polled. In the 2016 elections winners won by an average of 47.12 % of total votes polled.

  • 17 (57%) winners won with 50% and above of the total votes polled in their constituency.
  • 13 (43%) winners won with less than 50% of the total votes polled in their constituency.

  • 7 (54%) out of 13 winners with declared criminal cases have won with a vote share of 50% and above.  
  • 13 (52%) out of 25 crorepati winners have won with a vote share of 50% and above.

Representativeness of Winners
  • All the winners of the Puducherry State Assembly Elections, 2021 won with an average of 42.29% of the total registered voters. This implies that the winners represent, on average, 42.29% of the total electorate. In the Puducherry State Assembly Elections, 2016 won by an average of 40.09% of the total registered votes.
  • Among the major Parties, Out of 10 winners of All India N.R. Congress, 3(30%) have won less than 40% of votes of the total registered voters in the constituency. 2(33%) out of 6 winners from BJP; 1(50%) out of 2 winners from INC; 1(17%) out of 6 winners from DMK have won less than 40 % of votes of the total registered voters in the constituency.

 Margin of Victory

  • 4 winners have won with a margin of victory of less than 500 votes.
  • 3 winners have won with more than 40% of margin of victory.

Winners with Declared Criminal Cases and their Margin of Victory:
  • 6 out of 13 winners with declared criminal cases have won against a runner up with a clean background.
  • Among these 6 winners, 1 winner has won with more than a 20% margin of victory.  
  • A. Johnkumar (BJP) from Kamaraj Nagar constituency won with a 24.31% margin of victory.  
Crorepati Winners and their Margin of Victory:
  • 4 out of 25 crorepati winners have won against a non-crorepati runners up.
  •  Among these 4 winners, 2 winners have won with more than a 20 % margin of victory.
  • Among these, P Rajavelu (All India N.R. Congress) from Nettapakkam constituency won with a 23.61% margin of victory.
Performance of Women Winners

  • Among the 30 winners, only one winner is a woman.
  • Women winner, Chandira Priyanga (All India N.R. Congress) from Nedungadu Constituency has won with the highest vote share, i.e. 40.20% in her constituency. She has won with 34.17% representativeness and 8.26% margin of victory. 

Performance of Re-elected Winners
  • Out of total 7 re-elected winners, none have won with less than 40% of vote share in their respective constituency. 5(71%) have won with more than 50% of vote share.
  • 3(43%) re-elected winners have won with less than 10% of margin of victory whereas 2 have won with more than 20% of margin of victory.
NOTA
  • The NOTA button instated by the ECI in 2013 gave the voters an option of rejecting all the candidates in their constituency. Out of 8, 36,562 votes polled in Puducherry Assembly, 2021, 10,803 (1.29%) were polled for NOTA.
