Dear Friends,

Consequent to the expansion of the cabinet, Karnataka Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 32 out of 34 Ministers including the Chief Minister from Karnataka State Assembly Elections 2023. 1 Minister namely Kelachandra Joseph George was not analysed due to the unavailability of his clear and complete affidavits on the ECI website at the time of making this report and the details of N.S. Boseraju is not analysed as he is not currently a member of either house, state assembly or legislative council.

Criminal Background

  • Ministers with Criminal Cases: Out of the 32 ministers analysed, 24 (75%) ministers have declared criminal cases against themselves. 
  • Ministers with Serious Criminal Cases: 7(22%) ministers have declared serious criminal cases against themselves.


Financial Background

  • Crorepati Ministers: Out of the 32 ministers analysed, 31 (97%) are crorepatis.
  • Average Assets: The average assets of the 32 ministers analysed is Rs 119.06 crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is D K Shivakumar from the Kanakapura constituency with assets worth Rs. 1413.80 crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is Timmapur Ramappa Balappa from Mudhol (SC) constituency with assets worth Rs. 58.56 lakhs.
  • Liabilities: All 32 ministers have declared liabilities out of which the minister with the highest liabilities is D K Shivakumar of Kanakapura constituency with Rs. 265.06 crores of liabilities.

Other Background details (Education, Gender, Age)

  • Ministers’ Education: 6 (19%) Ministers have declared their educational qualification to be between 8th pass and 12th pass, while 24 (75%) Ministers have declared having an educational qualification of graduate and above. 2 Ministers are Diploma Holders.
  • Ministers’ Age: 18 (56%) ministers have declared their age to be between 41 and 60 years while 14 (44%) ministers have declared their age to be between 61 and 80 years.
  • Women Ministers: Out of 32 ministers, 1 is a woman.
