Dear Friends,

Consequent to the reconstitution of the Gujarat state cabinet on 17 October 2025, Association for Democratic Reforms (ADR) and Gujarat Election Watch have analysed the self-sworn affidavits of all 26 Ministers including Chief Minister from Gujarat State Assembly 2022.

 

This analysis is based on the affidavits submitted by the candidates prior to the 2022 Gujarat Assembly elections and bye elections conducted thereafter.

Summary and Highlights

Criminal Background  

  • Ministers with Criminal Cases: Out of the 26 ministers analysed, 5 (19%) ministers have declared criminal cases against themselves. 
  • Ministers with Serious Criminal Cases: 1(4%) minister has declared a serious criminal case against himself.


Financial Background

  • Crorepati Ministers: Out of the 26 ministers analysed, 23(88%) are Crorepati.
  • Average Assets: The average assets of 26 ministers analysed is Rs 11.12 crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is Rivasinh Hardevsinh Solanki (Rivaba Ravindrasinh Jadeja) from Jamnagar North constituency with assets worth Rs. 97.35 crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is Dr. Jayrambhai Chemabhai Gamit from Nizar (ST) constituency with assets worth Rs. 46.96 Lakhs.
  •  Liabilities: 18 ministers have declared liabilities out of which the minister with the highest liabilities is Parshottambhai O. Solanki of Bhavnagar Rural constituency with Rs. 8.93 crores of liabilities

Other Background Details

  • Ministers’ Education:  6(23%) Ministers have declared their educational qualification to be 8th and 12th standard while 16(62%) Ministers have declared having an educational qualification of Graduate and above. 4 Ministers are Diploma Holders.
  • Ministers’ Age: 10 (38%) ministers have declared their age to be between 31 and 50 years while 15 (58%) ministers have declared their age to be between 51 and 70 years. 1 Minister is 71 years old.
  • Women Ministers: Out of 26 ministers, 3(12%) Ministers are women.
