Dear Friends,

Association for Democratic Reforms (ADR) and Tamil Nadu Election Watch have analysed the self-sworn affidavits of 10 Ministers including Chief Minister, sworn in on 10th May 2026 for the Tamil Nadu State Assembly.


The information is based on the affidavits submitted by the ministers prior to 2026 Tamil Nadu Assembly Elections.


Summary and Highlights

Criminal Background  

  • Ministers with Criminal Cases: Out of the 10 ministers analysed, 5 (50%) ministers have declared criminal cases against themselves. 
  • Ministers with Serious Criminal Cases: 3(30%) ministers have declared serious criminal cases against themselves.


Financial Background

  • Billionaire Ministers: Out of the 10 ministers analysed, 2(20%) are Billionaires.
  • Average Assets: The average assets of 10 ministers analysed is Rs 126.50 crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is C. Joseph Vijay from Perambur constituency with assets worth Rs. 648.85 crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is Keerthana S from Sivakasi constituency with assets worth Rs. 22.57 lakhs.
  • Liabilities: A total of 9 (90%) ministers have declared liabilities out of which the minister with the highest liabilities is Aadhav Arjuna of Villivakkam constituency with Rs. 26.26 crores of liabilities.

Other Background Details

  • Ministers’ Education:  3 (30%) ministers have declared their educational qualification to be between 8th and 12th standard while 7 (70%) ministers have declared having an educational qualification of graduate or above.
  • Ministers’ Age: 7 (70%) ministers have declared their age to be between 25 and 50 years while 3 (30%) ministers have declared their age to be between 51 and 80 years.
  • Women Ministers: Out of 10 ministers, 1 is a woman.
