Dear Friends,

Association for Democratic Reforms (ADR) and Uttar Pradesh Election Watch have analyzed the criminal, financial and other background details of 81 out of 100 sitting MLCs. In the current Uttar Pradesh Legislative Council 2 seats are vacant. 7 MLCs have not been analysed as their affidavits were unavailable. The 10 Nominated MLCs are not required to submit their affidavits, hence their information on criminal, financial and other details are not available in the public domain.


Summary and Highlights

Criminal Background
  • MLCs with criminal cases: Out of the 81 MLCs analysed, 26(32%) MLCs have declared criminal cases against themselves.
  • MLCs with serious criminal cases: 15(19%) MLCs have declared serious criminal cases.
  • MLCs with declared cases related to murder: 3 MLCs have declared cases related to murder (IPC section 302).
  • MLCs with declared cases related to attempt to murder: 4 MLCs have declared cases related to attempt to murder (IPC Section 307).
  • Party wise MLCs with criminal cases: 22(33%) out of 66 MLCs from BJP, 3 (43%) out of 7 MLCs from SP and 1(17%) out of the 6 Independent MLCs have declared criminal cases against themselves in their affidavits.
  • Party wise MLCs with serious criminal cases:  13(20%) out of 66 MLCs from BJP and 2 (29%) out of 7 MLCs from SP have declared serious criminal cases against themselves in their affidavits.

Financial Background
  • Crorepati MLCs: Out of the 81 sitting MLCs analysed, 66 (81%) are crorepatis. 
  • Partywise crorepati MLCs: Among major parties, 54 (82%)out of 66 MLCs from BJP, 6 (86%) out of 7 MLCs from SP, 1(100%) out of 1 MLCs from Apna Dal (Sonelal) and 5(83%)out of the 6 Independent MLCs have declared assets valued more than Rs 1 crore.

  • Average assets:The average of assets per MLC is Rs. 11.72 crores.
  • Party wise average assets: Among the major parties, the average assets per MLC for 66 BJP MLCs analysed is Rs 13.18 crores, 7 SP MLCs have average assets of Rs 2.84 crores , 1 Apna Dal (Sonelal) MLC has average assets worth Rs. 2.60 crores, 1 BSP MLC has average assets worth Rs. 40.03 lakhs and 6 Independent MLCs have average assets of Rs. 9.35 crores.

Other Background details

  • Education Details of MLCs: 13 (16%) MLCs have declared their educational qualification to be between 8th pass and 12th pass while 66 (81%) MLCs have declared having an educational qualification of graduate or above and 1 MLC is just Literate.
  • Age details of MLCs: 8 (10%) MLCs have declared their age to be between 31 and 40 years while 53 (65%) MLCs have declared their age to be between 41 and 60 years.There are 20(25%) MLCs who have declared their age to be between 61 to 80 years.
  • Gender details of MLCs: Out of 81 MLCs, 5 (6%) MLCs are women.
