Dear Friends,

Association for Democratic Reforms (ADR) and Arunachal Pradesh Election Watch have analysed the self-sworn affidavits of 59 out of 60 winning candidates in the Arunachal Pradesh 2024 Assembly Elections. One winner namely Ratu Techi (BJP) elected from Sagalee (ST) Constituency has not been analysed due to the unavailability of his clear and complete affidavit on the ECI website at the time of making this report.

Criminal Background   

  • Winning candidates with criminal cases: Out of the 59 winning candidates analysed in 2024 13(22%) winning candidates have declared criminal cases against themselves. Out of 60 MLAs analysed during Arunachal Pradesh Assembly elections in 2019, 10(17%) MLAs had declared criminal cases against themselves.
  • Winning candidates with serious criminal cases: 12 (20%) winning candidates have declared serious criminal cases against themselves. Out of 60 MLAs analysed during Arunachal Pradesh Assembly elections in 2019, 8 (13%) MLAs had declared serious criminal cases against himself.

  • Party wise Winning candidates with Criminal Cases: 9 (20%) out of 45 winning candidates from BJP, 1(20%) out of 5 winning candidates from National People’s Party, 2(67%) out of 3 winning candidates from NCP and 1(100%) INC winning candidate have declared criminal cases against themselves in their affidavits.
  • Party wise Winning candidates with Serious Criminal Cases: 8 (18%) out of 45 winning candidates from BJP, 1(20%) out of 5 winning candidates from National People’s Party, 2(67%) out of 3 winning candidates from NCP and 1(100%) INC winning candidate have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati Winning candidates: Out of the 59 winning candidates analysed, 57 (97%) are crorepatis. Out of 60 MLAs analysed during Arunachal Pradesh assembly elections 2019, 56 (93%) MLAs were crorepatis.

  • Party-wise crorepati winning candidates: 43 (96%) out of 45 from BJP, 5(100%) out of 5 from National People’s Party, 3 (100%) out of 3 from NCP, 2 (100%) out of 2 from People’s Party of Arunachal, 1 (100%) out of 1 from INC and 3 (100%) out of 3 Independent winner candidates have declared assets worth more than Rs. 1 crore.

  • Party wise average assets: The average assets per winning candidate for 45 BJP winning candidates is Rs 25.83 Crores, 5 National People’s Party winning candidates is Rs 17.45 Crores, 3 NCP winning candidates is Rs 74.13 Crores, 2 People’s Party of Arunachal winning candidates is Rs 10.32 Crores, 1 INC winner candidate is Rs 41.96 Crores and 3 Independent winning candidates have average assets worth Rs 6.45 Crores.

Other Background Details

  • Education Details of winning candidates:  18 (31%) winning candidates have declared their educational qualification to be between 5th pass and 12th pass, while 39 (66%) winning candidates have declared having an educational qualification of graduate and above. 2 winning candidates are Illiterate.
  • Age details of winning candidates: 25 (42%) winning candidates have declared their age to be between 31 and 50 years while 34 (58%) winning candidates have declared their age to be between 51 and 80 years.
  • Gender details of winning candidates: Out of 59 winning candidates analysed, 4 (7%) winning candidates are women. In 2019, out of 60 MLAs, 3 (5%) MLAs were women.

  • Number of re-elected MLAs: Number of re-elected MLAs analysed in the Arunachal Pradesh assembly elections of 2024 is 31.
  • Average assets of re-elected MLAs in 2019: The average assets of these 31 re-elected MLAs in 2019 was Rs 16.25 crore.
  • Average assets of re-elected MLAs in 2024: The average assets of these 31 re-elected MLAs in 2024 is Rs 31.27 crores.
