Dear Friends,

Association for Democratic Reforms (ADR) and Maharashtra Election Watch have analysed the self-sworn affidavits of 286 out of 288 winning candidates in the Maharashtra 2024 Assembly Elections.

Criminal Background   

  • Winning candidates with criminal cases: Out of the 286 winning candidates analysed in 2024 187(65%) winning candidates have declared criminal cases against themselves. Out of 285 MLAs analysed during Maharashtra Assembly elections in 2019, 176(62%) MLAs had declared criminal cases against themselves.
  • Winning candidates with serious criminal cases: 118(41%) winning candidates have declared serious criminal cases against themselves. Out of 285 MLAs analysed during Maharashtra Assembly elections in 2019, 113 (40%) MLAs had declared serious criminal cases against themselves.

  • Winning candidates with declared cases related to murder: 3 winning candidates have declared cases related to murder (IPC Section-302) and murder by life-convict (IPC Section-303) against themselves.
  • Winning candidates with declared cases related to attempt to murder: 11 winning candidates have declared cases related to Attempt to murder (IPC Section-307) against themselves.
  • Winning candidates with declared cases related to crime against women: 10 winning candidates have declared cases related to crime against women. Out of 10 winning candidates 1 winning candidate has declared charge related to rape (IPC Section-376).
  • Party wise winning candidates with criminal cases: 92(70%) out of 132 winning candidates from BJP, 38(67%) out of 57 winning candidates from Shiv Sena, 20 (49%) out of 41 winning candidates from NCP, 13(65%) out of 20 winning candidates from Shiv Sena (Uddhav Balasaheb Thackeray), 9(56%) out of 16 winning candidates from INC, 5(63%) out of 8 winning candidates from NCP-Sharadchandra Pawar and 2 (100%) out of 2 winning candidates from SP have declared criminal cases against themselves in their affidavits.
  • Party wise winning candidates with serious criminal cases: 53(40%) out of 132 winning candidates from BJP, 27(47%) out of 57 winning candidates from Shiv Sena, 12 (29%) out of 41 winning candidates from NCP, 8(40%) out of 20 winning candidates from Shiv Sena (Uddhav Balasaheb Thackeray), 6(38%) out of 16 winning candidates from INC, 4(50%) out of 8 winning candidates from NCP-Sharadchandra Pawar and 2 (100%) out of 2 winning candidates from SP have declared criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati Winning candidates: Out of the 286 winning candidates analysed, 277 (97%) are crorepatis. Out of 285 MLAs analysed during Maharashtra assembly elections 2019, 264 (93%) MLAs were crorepatis.

  • Party-wise crorepati winning candidates: 129(98%) out of 132 winning candidates from BJP, 56 (98%) out of 57 winning candidates from Shiv Sena, 41 (100%) out of 41 winning candidates from NCP, 19(95%) out of 20 winning candidates from Shiv Sena (Uddhav Balasaheb Thackeray), 15(94%) out of 16 Winning candidates from INC, 7(88%) out of 8 Winning candidates from NCP-Sharadchandra Pawar, 2(100%) out of 2 Winning candidates from Jan Surajya Shakti and 2(100%) out of 2 winning candidates from SP have declared assets worth more than Rs. 1 crore

  • Average assets: The average of assets per winning candidates in the Maharashtra Assembly Elections 2024 is Rs 43.42 Crores. The average of assets per MLA in the Maharashtra Assembly Elections 2019 was Rs 22.42 crore.

  • Party wise average assets: The average assets per winning candidate for 132 BJP winning candidates is Rs 59.68 Crores, 57 Shiv Sena winning candidates have average assets of Rs 30.61 Crores, 41 NCP Winning candidates have average assets worth Rs 22.32 Crores, 20 Shiv Sena (Uddhav Balasaheb Thackeray) winning candidates have average assets worth Rs 10.43 Crore, 16 INC winning candidates have average assets worth Rs 43.91 Crore, 8 NCP-Sharadchandra Pawar winning candidates have average assets worth Rs 51.31 Crore and 2 SP Winning candidates have average assets of Rs. 158.52 crores.

Other Background Details

  • Education Details of winning candidates:  105(37%) winning candidates have declared their educational qualification to be between 5th pass and 12th pass while 165 (58%) winning candidates have declared having an educational qualification of graduate and above. 14 winning candidates are Diploma holders and 2 winning candidates have declared their education just literate.
  • Age details of winning candidates: 24(8%) winning candidates have declared their age to be between 25 and 40 years while 187 (65%) winning candidates have declared their age to be between 41 and 60 years. There are 75 (26%) winning candidates who have declared their age to be between 61 to 80 years.
  • Gender details of winning candidates: Out of 286 winning candidates analysed, 22 (8%) winning candidates are women. In 2019, out of 285 MLAs, 24 (8%) MLAs were women.

Comparative Analysis of Assets of Re-Elected MLAs


  • Number of re-elected MLAs: Number of re-elected MLAs analysed in the Maharashtra assembly elections of 2024 is 183.
  • Average assets of re-elected MLAs in 2019: The average assets of re-elected MLAs in 2019 was Rs 27.28 crore.
  • Average assets of re-elected MLAs in 2024: The average assets of re-elected MLAs in 2024 is Rs 56.81 crores.
  • Average growth in assets of re-elected MLAs from 2019 to 2024: The growth in average assets of re-elected MLAs is Rs 29.52 crores i.e. by 108%.
