Dear Friends,

The Haryana Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 1138 out of 1169 candidates, who are contesting in the Haryana Assembly Elections.

Summary and Highlights

Criminal Background

·         Candidates with Criminal Cases: Out of 1138 candidates analyzed, 117(10%) candidates have declared criminal cases against themselves. In 2014 Haryana Assembly Elections, out of 1343 candidates analysed, 94(7%) had declared criminal cases against themselves.

 

·         Candidates with Serious Criminal Cases: 70(6%) have declared serious criminal cases against themselves. In 2014 Haryana Assembly Elections, 70 (5%) candidates had declared serious criminal cases against themselves.

·         Party wise Candidates with Criminal Cases: Among major parties, 13(15%) out of 87 candidates analysed from INC, 12(14%) out of 86 candidates analysed from BSP, 10(11%) out of 87 candidates analysed from Jannayak Janta Party, 7 (9%) out of 80 candidates analysed from INLD and 3(3%) out of 89 candidates from BJP have declared criminal cases against themselves in their affidavits.

·         Party wise Candidates with Serious Criminal Cases:  Among major parties, 9(11%) out of 86 candidates analysed from BSP, 8(9%) out of 87 candidates analysed from INC, 6(7%) out of 87 candidates analysed from Jannayak Janta Party, 5 (6%) out of 80 candidates analysed from INLD and 1(1%) out of 89 candidates from BJP have declared serious criminal cases against themselves in their affidavits

·         Candidates with declared cases related to crime against women: 5 candidates have declared cases related to crime against women. Out of 5 candidates, 2 candidates have declared cases related to rape (IPC Section-376).

·         Candidates with declared cases related to attempt to murder: 5 candidates have declared cases related to attempt to murder (IPC Section-307) against themselves.

·         Candidates with declared convicted cases: 11 candidates have declared convicted cases against themselves.

·         Red Alert Constituency:  15(17%) out of 90 constituencies are Red alert constituencies. Red alert constituencies are those where 3 or more contesting candidates have declared criminal cases against themselves.

·         Crorepati Candidates: Out of the 1138 candidates analysed, 481(42%) are crorepatis. In 2014 Haryana Assembly Elections, out of 1343 candidates, 563 (42%) were crorepatis.

·         Party wise Crorepati Candidates: Among major parties, 79(91%) out of 87 candidates analysed from INC, 79(89%) out of 89 candidates analysed from BJP, 62(71%) out of 87 candidates analysed from Jannayak Janta Party, 50 (63%) out of 80 candidates analysed from INLD and 34(40%) out of 86 candidates from BSP, have declared assets worth more than Rs. 1 crore.

·         Average assets: The average of assets per candidate analysed in the Haryana Assembly Elections is Rs 4.31 Crores.  In 2014 Haryana Assembly Elections, average assets per candidate for 1343 candidates was Rs. 4.54 crores.

·         Party wise average assets: Among major parties, the average assets per candidate for 89 BJP candidates is Rs. 11.62 crores, 87 INC candidates is Rs 13.72 crores, 87 Jannayak Janta Party candidates have average assets of Rs 11.29 crores, 86 BSP candidates have average assets worth Rs 2.48 crores, 80 INLD candidates have average assets worth Rs 4.05 crores and 366 independent candidates have average assets worth Rs 1.79 crore.

·         Undeclared PAN:  A total of 60 (5%) candidates have not declared their PAN details.


Other Background Details

 

·         Education details of candidates: 574(50%) candidates have declared their educational qualification to be between 5th and 12th, while 484(43%) candidates have declared having an educational qualification of graduate or above. 35 candidates are diploma holder and 19 candidates are literate. There are 25 candidates who are Illiterate while 1 candidate has not given his educational qualifications details.

·         Age details of candidates: 700(62%) candidates have declared their age to be between 25 to 50 years while 400 (35%) candidates have declared their age to be between 51 to 70 years.  There are 30(3%) candidates who have declared their age to be between 71 to 80 years.  8 candidates have not given their age.

·         Gender details of candidates: 104(9%) female candidates are contesting in the Haryana assembly election this year.  In 2014 Haryana Assembly Elections, 115(9%) out of 1343 candidates analysed were women.
