​Press Release: Jharkhand Assembly Election 2024: Analysis of Criminal Background, Financial, Education, Gender, and Other Details of Winning Candidates

Dear Friends,

Association for Democratic Reforms (ADR) and Jharkhand Election Watch have analysed the self-sworn affidavits of 80 out of 81 winning candidates in the Jharkhand 2024 Assembly Elections.  One winner namely Kumar Jaimangal (Anup Singh) (INC) contesting from Bermo Constituency has not been analysed due to the unavailability of his clear and complete affidavit on the ECI website at the time of making this report.

Criminal Background   

  • Winning candidates with criminal cases: Out of the 80 winning candidates analysed in 2024 43(54%) winning candidates have declared criminal cases against themselves. Out of 81 MLAs analysed during Jharkhand Assembly elections in 2019, 44(54%) MLAs had declared criminal cases against themselves.
  • Winning candidates with serious criminal cases: 36(45%) winning candidates have declared serious criminal cases against themselves. Out of 81 MLAs analysed during Jharkhand Assembly elections in 2019, 34 (42%) MLAs had declared serious criminal cases against themselves.

  • Winning candidates with declared cases related to murder: 2 winning candidates have declared cases related to murder (IPC Section-302) against  themselves.
  • Winning candidates with declared cases related to attempt to murder: 19 winning candidates have declared cases related to Attempt to murder (IPC Section-307 and BNS Section-109) against themselves.
  • Winning candidates with declared cases related to crime against women: 5 winning candidates have declared cases related to crime against women. Out of 5 winning candidates 1 winning candidate has declared charge related to rape (IPC Section-376).
  • Party wise winning candidates with criminal cases: 12(35%) out of 34 Winning candidates from JMM, 13(62%) out of 21 Winning candidates from BJP, 8 (53%) out of 15 Winning candidates from INC, 4(100%) out of 4 Winning candidates from RJD, 2(100%) out of 2 Winning candidates from CPI(ML)(L), 1(100%) out of 1 Winning candidate from AJSU Party, 1(100%) out of 1 Winning candidate from Lok Janshakti Party(Ram Vilas), 1(100%) out of 1 Winning candidate from JD(U) and 1 (100%) out of 1 winning candidate from Jharkhand Loktantrik Krantikari Morcha have declared criminal cases against themselves in their affidavits.
  • Party wise winning candidates with serious criminal cases: 9(26%) out of 34 Winning candidates from JMM, 11(52%) out of 21 Winning candidates from BJP, 6 (40%) out of 15 Winning candidates from INC, 4(100%) out of 4 Winning candidates from RJD, 2(100%) out of 2 Winning candidates from CPI(ML)(L), 1(100%) out of 1 Winning candidate from AJSU Party, 1(100%) out of 1 Winning candidate from Lok Janshakti Party(Ram Vilas), 1(100%) out of 1 Winning candidate from JD(U) and 1 (100%) out of 1 winning candidate from Jharkhand Loktantrik Krantikari Morcha have declared serious criminal cases against themselves in their affidavits.

Financial Background

  • Crorepati Winning candidates: Out of the 80 winning candidates analysed, 71 (89%) are crorepatis. Out of 81 MLAs analysed during Jharkhand assembly elections 2019, 56 (69%) MLAs were crorepatis.

  • Party-wise crorepati winning candidates: 28(82%) out of 34 winning candidates from JMM, 20 (95%) out of 21 winning candidates from BJP, 14 (93%) out of 15 winning candidates from INC, 4(100%) out of 4 winning candidates from RJD, 2(100%) out of 2 winning candidates from CPI(ML)(L), 1(100%) winning candidate from Lok Janshakti Party(Ram Vilas), 1(100%) winning candidate from JD(U) and 1(100%) winning candidate from AJSU party have declared assets worth more than Rs. 1 crore.

  • Average assets: The average of assets per winning candidates in the Jharkhand Assembly Elections 2024 is Rs 6.90 Crores. The average of assets per MLA in the Jharkhand Assembly Elections 2019 was Rs 3.87 crore.

  • Party wise average assets: The average assets per winning candidate for 34 JMM winning candidates is Rs 6.28 Crores, 21 BJP Winning candidates have average assets of Rs 7.57 Crores, 15 INC Winning candidates have average assets worth Rs 5.41 Crores, 4 RJD Winning candidates have average assets worth Rs 19.49 Crore and 2 CPI(ML)(L) Winning candidates have average assets of Rs. 3.91 crores.

Other Background Details

  • Education Details of winning candidates:  28(35%) winning candidates have declared their educational qualification to be between 8th pass and 12th pass, while 50 (63%) winning candidates have declared having an educational qualification of graduate and above. 1 winner candidate is Diploma holder and 1 winner candidate has declared himself just literate.
  • Age details of winning candidates: 12(15%) winning candidates have declared their age to be between 25 and 40 years while 52 (65%) winning candidates have declared their age to be between 41 and 60 years. There are 16 (20%) winning candidates who have declared their age to be between 61 to 80 years.
  • Gender details of winning candidates: Out of 80 winning candidates analysed, 12 (15%) winning candidates are women. In 2019, out of 81 MLAs, 10 (12%) MLAs were women.

Comparative Analysis of Assets of Re-Elected MLAs

  • Number of re-elected MLAs: Number of re-elected MLAs analysed in the Jharkhand assembly elections of 2024 is 42.
  • Average assets of re-elected MLAs in 2019: The average assets of re-elected MLAs in 2019 was Rs 4.32 crore.
  • Average assets of re-elected MLAs in 2024: The average assets of re-elected MLAs in 2024 is Rs 7.04 crores.
  • Average growth in assets of re-elected MLAs from 2019 to 2024: The growth in average assets of re-elected MLAs is Rs 2.71 crores i.e. by 63%.
