Dear Friends,

Association for Democratic Reforms (ADR) and Odisha Election Watch have analysed the self-sworn affidavits of all 16 Ministers including Chief Minister from Odisha State Assembly Elections 2024.


The information is based on the affidavits submitted by the ministers prior to 2024 Odisha Assembly Elections.

 Criminal Background   

  • Ministers with Criminal Cases: Out of the 16 ministers analysed, 14 (88%) ministers have declared criminal cases against themselves. 
  • Ministers with Serious Criminal Cases: 9(56%) ministers have declared serious criminal cases against themselves.
  • Ministers with cases related to murder: One minister namely Gokulananda Mallik of BJP from Polasara Constituency has declared a case related to murder by life-convict (IPC Section-303).
  • Ministers with cases related to Attempt to Murder: 2 Ministers have declared cases related to attempt to murder (IPC Section 307) against themselves. The details of these ministers are given below:

Financial Background

  • Crorepati Ministers: Out of the 16 ministers analysed, 12 (75%) are crorepatis.
  • Average Assets: The average assets of 16 ministers analysed is Rs 7.61 crores.
  • High Assets Ministers: The minister with the highest declared total assets is Kanak Vardhan Singh Deo from Patnagarh constituency with assets worth Rs. 67.30 crores.            
  • Minister with Lowest Assets: The minister with the lowest declared total assets is Suryabanshi Suraj Sthitaprajna from Dhamnagar (SC) constituency with assets worth Rs. 60.49 Lakhs.
  • Liabilities: 14 ministers have declared liabilities out of which the minister with the highest liabilities is Mohan Charan Majhi of Keonjhar (ST) constituency with Rs. 95.58 Lakhs of liabilities.


Other Background Details

  • Ministers’ Education: 2 (13%) ministers have declared their educational qualification to be 12th pass, while 13 (81%) ministers have declared having an educational qualification of graduate and above. 1 minister is Diploma holder.
  • Ministers’ Age: 6 (37.5%) ministers have declared their age to be between 25 and 50 years while 10 (62.5%) ministers have declared their age to be between 51 and 70 years.
  • Women Ministers: Out of 16 ministers analysed, 1(6%) minister is a woman.
