Dear Friends,

Association for Democratic Reforms (ADR) has analysed Format C7 of 612 out of 2616 candidates, who declared criminal cases against themselves and are contesting in the Bihar Assembly Election 2025 (excluding independent candidates).

This data has been compiled from political parties' websites as well as social media handles that were functional before and during the period of the Bihar assembly elections. Most political parties published details as per form C7 on their social media handles such as Twitter. It must be noted that in some cases, parties may have published these details elsewhere and it may not have appeared in our records.


Political parties analysed:

In the Bihar Assembly Elections 2025, out of 161 political parties which are contesting the election, the following 70 political parties have been analysed whose candidates have declared criminal cases against themselves, for this report.

Criminal Background

  • Candidates with Criminal Cases: Out of 2616 contesting candidates analysed, 612 candidates belonging to the aforementioned political parties have declared criminal cases against themselves.
  • Candidates with Serious Criminal Cases: Out of 612 candidates with declared criminal cases, 502 have declared serious criminal cases against themselves.
  • 3 candidates have a published Format C7 but they have not declared any criminal cases against themselves in their affidavits (Form 26).

    • Out of 612 candidates with criminal cases, reasons have been furnished for 436 (71%) candidates.
    • Out of 502 candidates with serious criminal cases, reasons have been furnished for 364 (73%) candidates.
    • For 176 (29%) candidates with criminal background, no reasons for their selection have been provided by political parties.

Because of the huge fan following he commands cutting across all sections of population not only in this Assembly Constituency, his home district of Munger but also in the entire state party workers from the entire state have prevailed upon the party leadership to field him as a party candidate from this constituency

Due to the above said reasons and party workers and leaders from the district have unanimously opined that Shri. Anant Singh is the best choice among the available aspirants to be fielded in this constituency

Candidate is a senior leader of the party with rich political experience. He has remained deeply committed to the party ideology.

Candidate has grassroots connect and enjoys support of the electorate.

In comparison to the other candidates and their history, it was found to be suitable being the candidate has stated that false FIR has been lodged against him.

The Offences are not grave one seems to be based on Political Vendetta. His image supported by the local office bearers of the Party as clean and good
