Press Release: Analysis of Criminal Background, Financial, Education, Gender and other details of Sitting MLCs in Maharashtra, 2022

Dear Friends,

Association for Democratic Reforms (ADR) and Maharashtra Election Watch have analyzed the criminal, financial and other background details of 62 out of 78 sitting MLCs. In the current Maharashtra Legislative Council, 16 seats are vacant.


Summary and Highlights

Criminal Background

  • MLCs with criminal cases: Out of the 62 MLCs analysed, 32(52%) MLCs have declared criminal cases against themselves.
  • MLCs with serious criminal cases: 9(15%) MLCs have declared serious criminal cases.
  • MLCs with declared cases related to murder: 1 MLC has declared case related to murder (IPC section 302).
  • MLCs with declared cases related to attempt to murder:  1 MLC has declared case related to attempt to murder (IPC Section 307).
  • MLCs with declared cases related to Crimes against Women:  3 MLCs have declared cases related to crimes against women.
  • Party wise MLCs with criminal cases: 12(50%) out of 24 MLCs from BJP, 7 (64%) out of 11 MLCs from SHS, 4 (40%) out of 10 MLCs from INC, 4(40%)  out of 10 MLCs from NCP and 3(75%) out of the 4 Independent MLCs have declared criminal cases against themselves in their affidavits.
  • Party wise MLCs with serious criminal cases:  3(13%) out of 24 MLCs from BJP, 2 (18%) out of 11 MLCs from SHS, 2(20%) out of 10 MLCs from INC, 1(10%)  out of 10 MLCs from NCP and 1(25%) out of the 4 Independent MLCs have declared serious criminal cases against themselves in their affidavits.

Financial Background
  • Crorepati MLCs: Out of the 62 sitting MLCs analysed, 59 (95%) are crorepatis. 
  • Partywise crorepati MLCs: Among major parties, 23 (96%)out of 24 MLCs from BJP, 10 (100%) out of 10 MLCs from INC, 10(100%) out of 10 MLCs from NCP, 10(91%) out of 11 MLCs from SHS and 3(75%)out of the 4 Independent MLCs have declared assets valued more than Rs 1 crore.

  • Average assetsThe average of assets per MLC is Rs. 25.23 crores.
  • Party wise average assets: Among the major parties, the average assets per MLC for 24 BJP MLCs analysed is Rs 33.75 crores, 11 SHS MLCs have average assets of Rs 22.99 crores , 10 NCP MLCs have average assets worth Rs 25.28 crores, 10 INC MLCs have average assets worth Rs. 16.10 crores, 1 Peasant and Workers Party of India MLC has average assets worth Rs. 30.68 crores, 1 Lok Bharati MLC has average assets worth Rs. 8.28 crores, 1 Rashtriya Samaj Paksha MLC has average assets worth Rs. 1.14 crores and 4 Independent MLCs have average assets of Rs. 11.84 crores.

Other Background details

  • Education Details of MLCs:  17 (27%) MLCs have declared their educational qualification to be between 5th pass and 12th pass while 43 (69%) MLCs have declared having an educational qualification of graduate or above. 2 MLCs are Diploma Holders.
  • Age details of MLCs: 7 (11%) MLCs have declared their age to be between 31 and 40 years while 38 (61%) MLCs have declared their age to be between 41 and 60 years.There are 17(27%) MLCs who have declared their age to be between 61 to 80 years.
  • Gender details of MLCs: Out of 62 MLCs, 4 (6%) MLCs are women.
