Dear Friends,
The Association for Democratic Reforms (ADR) and Delhi Election Watch have analysed the self-sworn affidavits of 248 out of 250 winning candidates in the Municipal Corporation of Delhi (MCD) Elections 2022. 2 winning candidates were not analysed due to the unavailability of their clear and complete affidavits on the SEC Delhi website at the time of making this report.

Criminal Background

  • Winning candidates with Criminal Cases: Out of the 248 winning candidates analysed in 2022, 42(17%) winning candidates have declared criminal cases against themselves. Out of 266 Councillors analysed during MCD elections in 2017, 26(10%) Councillors had declared criminal cases against themselves.
  • Winning candidates with Serious Criminal Cases: 19(8%) winners have declared serious criminal cases against themselves. Out of 266 Councillors analysed during MCD elections in 2017, 14 (5%) Councillors had declared serious criminal cases against themselves.

  • Winning candidates with cases related to Attempt to Murder: 1 winning candidate has declared case of attempt to murder (IPC Section-307).
  • Winning candidates with cases related to Crime against Women: 3 winning candidates have declared cases of crime against women such as assault or criminal force to woman with intent to outrage her modesty (IPC Section-354) and related to Husband or relative of husband of a woman subjecting her to cruelty (IPC Section-498A) etc.
  • Party wise winning candidates with Criminal Cases: 27 (21%) out of 132 winning candidates from AAP, 12 (12%) out of 104 winning candidates from BJP, 2(67%) out of 3 Independent winning candidates and 1 (11%) out of 9 winning candidates from INC have declared criminal cases against themselves in their affidavits.
  • Party wise winning candidates with Serious Criminal Cases: 12 (9%) out of 132 winning candidates from AAP, 6 (6%) out of 104 winning candidates from BJP and 1(33%) out of 3 Independent winning candidates have declared serious criminal cases against themselves in their affidavits.

Financial Background


  • Crorepati Winning candidates: Out of the 248 winning candidates analysed, 167 (67%) are crorepatis. Out of 266 councillors analysed during MCD elections 2017, 135 (51%) councillors were crorepatis.

  • Party-wise crorepati winning candidates: 82 (79%) out of 104 from BJP, 77 (58%) out of 132 from AAP, 6 (67%) out of 9 from INC and 2 (67%) out of 3 Independent winning candidates have declared assets worth more than Rs. 1 crore.

  • Average assets: The average of assets per winning candidates in the MCD Elections 2022 is Rs 4.33 Crores. The average of assets per councillors in the MCD Elections 2017 was Rs 2.94 crore.

  • Party wise average assets: The average assets per winning candidate for 104 BJP winning candidates is Rs 5.29 Crores, 132 AAP winning candidates is Rs 3.56 Crores, 9 INC winning candidates is Rs 4.09 Crores and 3 Independent candidates have average assets worth Rs 5.53 Crore.

Other Background Details

  • Education Details of winning candidates:  126 (51%) winning candidates have declared their educational qualification to be between 5th pass and 12th pass, while 116 (47%) winning candidates have declared having an educational qualification of graduate and above. 4 winning candidates are Diploma holders and 2 winning candidates are Illiterate.
  • Age details of winning candidates: 84(34%) winning candidates have declared their age to be between 21 and 40 years while 164 (66%) winning candidates have declared their age to be between 41 and 70 years.
  • Gender details of winning candidates: Out of 248 winning candidates analysed, 132 (53%) winning candidates are women, and one transgender candidate from AAP (Bobi) has won from Sultanpuri-A ward.  In 2017, out of 266 councillors, 139(52%) councillors were women.

Comparative Analysis Of Assets Of Re-Elected Councillors


  • Number of re-elected Councillors: Number of re-elected Councillors analysed in the MCD elections of 2022 is 37.
  • Average assets of re-elected Councillors in 2017: The average assets of re-elected Councillors in 2017 was Rs 4.54 crore.
  • Average assets of re-elected Councillors in 2022: The average assets of re-elected Councillors in 2022 is Rs 6.26 crores.
  • Average growth in assets of re-elected Councillors from 2017 to 2022: The growth in average assets of re-elected Councillors is Rs 1.71 crore i.e. by 38%.
